                                PROGRAM

  Mr. REID. Mr. President, we were unable to invoke cloture on the 
motion to proceed to the foreign operations appropriations bill. These 
pieces of legislation, as important as they are to the Senate, are more 
important to the President. I hope someone will report to the President 
from the minority why they are holding up these bills that are so 
important to the administration. We cannot move forward on these bills, 
and the holdup is we are not moving, they say, quickly enough on the 
judicial nominations.
  I say to the American public, that is not very good reasoning.
