   EXPRESSING SORROW, HOPE, AND AMERICA'S FIRM RESOLVE TO MOVE AHEAD

minute and to revise and extend his remarks.)
  Mr. HOLT. Mr. Speaker, today all across America the hearts and 
prayers of our people are with the victims, their families, the rescue 
and medical workers, our friends and neighbors.
  These cowardly acts may have shaken buildings, but they cannot shake 
the foundation of our Nation, our freedom, our people's spirit, our 
great democracy.
  I join with my colleagues here in Congress in expressing our Nation's 
sorrow and outrage at these evil attacks. More than that, we join 
together in firm resolve to find those responsible and to bring them to 
justice, and resolve to prevent such acts in the future.
  Mr. Speaker, this is a reminder that just as no person is an island, 
America is not an island. No declaration of resolve here, no fancy 
airport security technology, no air marshal on board planes, no 
military action can by itself root out terrorism without international 
cooperation.
  As the champions of freedom in the world, we will reach out not only 
to governments around the world, but to the people around the world who 
stand with us.
