THE LAST THING AMERICA SHOULD DO IS GIVE MORE TAX DOLLARS TO RUSSIA AND 
                                 CHINA

  (Mr. TRAFICANT asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks.)
  Mr. TRAFICANT. Mr. Speaker, since 1992, Russia has gotten $35 billion 
from the World Bank, the International Monetary Fund and foreign aid 
from the United States of America. And reports say, check this, not one 
penny of all those billions can be accounted for.
  Now, if that is not enough to tax your vodka, the International 
Monetary Fund today is giving Russia another $22 billion, to which the 
White House said, ``Russia needs the money, and this time they promise 
to behave.'' Promises, my ascot, Mr. Speaker. Russia promised before, 
and they sold missiles to our enemies. China gets all our cash, and 
they have nuclear warheads pointed at America.
  Promises, promises, promises. My colleagues, the last thing America 
needs is to give more money to China and Russia, who are building 
armies with our tax dollars. But what do I know, I am still trying to 
figure out the Tax Code.
