          SUPPORT SCHOOL CHOICE AND EDUCATION SAVINGS ACCOUNTS

  (Mr. JONES asked and was given permission to address the House for 1 
minute.)
  Mr. JONES. Mr. Speaker, education funding has been on the rise for 
years, but we have not seen improvement in our public schools. SAT 
scores are down, and dissatisfaction is growing among teachers, 
parents, and students. Still we just keep throwing money at a broken 
wheel. It is time to fix the wheel and stop putting taxpayers' dollars 
in a bottomless pit.
  Two reform measures, school choice and education savings accounts, 
can help get America's education system back on track. These ideas give 
parents the freedom to choose the best schools for their children's 
education and to save for their children's future. School choice and 
education savings accounts are the reforms we need to finally begin to 
fix education in America.
  Mr. Speaker, these ideas are the free-market solution to a very 
serious problem. These solutions are right for parents and children 
throughout our Nation. For the sake of education in America, I urge my 
colleagues to support school choice and education savings accounts.
