  (Mr. TRAFICANT asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks.)
  Mr. TRAFICANT. Mr. Speaker, at first, it was a handful. We then had 
300, then 400. The number grew to 700. Today, Federal law enforcement 
groups estimate the number of illegally obtained secret FBI files by 
the White House to exceed 1,000. One thousand private lives of 
Americans invaded, 1,000 workers, all Republicans, who worked for 
Presidents Reagan and Bush, their rights violated. And, after all this, 
to add insult to injury, the new political spin is, Vincent Foster did 
it.
  What is next? Will some political spinmaster accuse Richard Nixon 
here?
  Mr. Speaker, this is a serious problem, whether you are a Democrat or 
Republican. This cannot and must not be tolerated. There is one 
question that must be answered: Who ordered this criminal act? And that 
criminal should be put in jail. And, by God, let Vincent Foster rest in 
peace.
