               FAMILIES FIRST--THE AGENDA FOR THE FUTURE

  (Mrs. SCHROEDER asked and was given permission to address the House 
for 1 minute and to revise and extend her remarks.)
  Mrs. SCHROEDER. Mr. Speaker, today the Census Bureau tells us 
something that the average American already knows, and that is, 
according to census figures, the income disparity between the richest 
and the poorest in this country is bigger than ever. Bigger than ever, 
because we have been living under the Gingrich budget which says we 
must cut everybody in the middle class so the rich can get even more 
tax cuts, and we must continue to lift the deficit because guess who 
loans the money to the Government? The rich. So they are getting it 
both ways. It is absolutely amazing.
  And what are we supposed to do? What are families supposed to do, 
normal families? I guess we are back to trickledown. I do not know 
about you, but the people in my area have been waiting for trickledown 
for years now, and they have not even gotten damp.
  I think we have finally got to take this families first agenda that 
the Democrats have come up with and go out there and remind people it 
is the middle class that built this Government, and it is the middle 
class that is getting tromped on by this Government. Families first is 
the agenda for the future.
