                          PERSONAL EXPLANATION

  Mr. EWING. Mr. Speaker, I missed all votes today because I was in my 
district with James Lee Witt, the Director of the Federal Emergency 
Management Agency, to visit several of the areas in Champaign County 
which were devastated by tornadoes last weekend and to help formulate 
the Federal Government's response. Had I been present, I would have 
voted for passage of H.R. 3019, the omnibus appropriations bill 
conference report.
