                         THE BAD DEBT BOXSCORE

  Mr. HELMS. Mr. President, the skyrocketing Federal debt recently 
surpassed $5 trillion.
  As of the close of business Friday, March 15, the Federal debt--down 
to the penny--stood at exactly $5,045,003,375,350.97 or $19,077.15 on a 
per capita basis for every man, woman, and child in America.
