               SIXTY VOTES NEEDED ON CONTROVERSIAL ISSUES

  Mr. CHAFEE. Mr. President, I would also say to the distinguished 
Democratic leader, it appears around here if there is anything 
controversial now, you need 60 votes to get it passed. Not a 51 vote 
margin, 51 to 49, it has to be 60 votes if the legislation is 
controversial; something new in the life of the Senate, but not 
entirely new, I will say that.
