               REPUBLICANS' CONTRACT IS DAMAGING AMERICA

  (Mr. GEJDENSON asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks.)
  Mr. GEJDENSON. Mr. Speaker, the Republican contract may have good 
titles, but it is bad policy. Its policy is just too extreme for 
America. What we end up doing is cutting taxes for the top 1 percent 
while we take away educational opportunity for average and middle class 
kids.
  What does that do to this country? It does not just hurt the 
children. It hurts the future of our country and its competitiveness. 
What do they try to do on drug treatment during the crime bill? A great 
title; they cut the funding for drug rehabilitation.
  The Republican contract is too extreme. Its impact on the deficit is 
that it will explode it. Its impact on the economy of the country is 
that it will retard it, it will leave us less competitive as a nation, 
it will increase unemployment and, in the end, further add to the 
deficit.
  Mr. Speaker, maybe we have got great rhetoric on the Republican side 
and good titles, but it is bad policy, it is too extreme, and it is 
damaging America.
