                    THE PERSONAL RESPONSIBILITY ACT

  (Mrs. CLAYTON asked and was given permission to address the House for 
1 minute and to revise and extend her remarks.)
  Mrs. CLAYTON. Mr. Speaker, next week when we consider H.R. 4, the 
Personal Responsibility Act of 1995, I hope we will have a fair rule. I 
hope we will have an open rule. I have filed two amendments that I 
would present if the rules allow. My first amendment would eliminate 
the language creating a block grant that will restore fair food 
assistance program.
  My second amendment will provide that those who are required to work 
as a condition of their assistance at least be paid the minimum wage.
  Mr. Speaker, both of these amendments deserve consideration. They 
deserve debate. They deserve a vote by the House. Converting 
nutritional programs to block grants is a major change. Forced labor at 
less than minimum wage is a significant policy decision.
  It will be most unfortunate, Mr. Speaker, if Americans are denied an 
opportunity to or are closed out of this debate and discussion. Let us 
have an open rule. Let us have a vigorous debate. Let America 
understand where we stand on these very important issues.
