REPUBLICANS ARE KEEPING THEIR PROMISES
(Mr. FOX of Pennsylvania asked and was given permission to address
the House for 1 minute and to revise and extend his remarks.)
Mr. FOX of Pennsylvania. Mr. Speaker, what a difference 3 weeks can
make. Since January 4, the new Republican-led Congress, under the
leadership of Newt Gingrich, has cut the number of committees and
subcommittees, cut the number of committee staffs by one-third, limited
the terms of committee chairmen, ended the dishonest practice of
baseline budgeting, opened committee meetings to the public, banned the
practice of ghost voting, and have voted to audit the books of this
Chamber. But, Mr. Speaker, that was not enough. In addition to those
reforms, we passed the Congressional Accountability Act which forces
Congress to live under the same laws we make the rest of the country
live under, and as an encore we passed the balanced budget amendment
last week which will force this body to live within our means just like
every American family must do everyday.
Mr. Speaker, the bottom line here is that the Republicans, the people
elected to take care of this Congress, are keeping our promises.
