INTRODUCTION OF BILL TO BALANCE THE BUDGET BY 1997
(Mr. BENTSEN asked and was given permission to address the House for
1 minute.)
Mr. BENTSEN. Mr. Speaker, as my colleague from the other side just
spoke, yesterday this House took action to try and bring the Federal
budget in balance by the year 2002. While some may have disagreed with
this process, that does not mean the debate ends there. It means that
we have to go further.
Last week I introduced a bill, H.R. 567, which would require the
President to submit and the Congress to act on a balanced budget
beginning in fiscal year 1997. If we are truly serious, and many
Members last night said they were serious, about bringing the budget
into balance, then they should start working on it now, and as I said
repeatedly in this House, we should bring the American people to the
table and talk about how we are going to do it, because we will never
accomplish a balanced budget without bringing the American people into
the debate to find out where the cuts have to be made.
I would urge my colleagues to join with me and to sign on H.R. 567. I
urge the committees to take it up. Let us bring this legislation to the
floor.
