                      A HISTORIC DAY FOR CONGRESS

  (Mr. FOLEY asked and was given permission to address the House for 1 
minute and to revise and extend his remarks and include extraneous 
material.)
  Mr. FOLEY. Mr. Speaker, what a proud day for a freshman from Lake 
Worth, FL, to step on to the floor of the House of Representatives and 
be sworn in, but, more importantly, pass the promises that I made on 
the campaign trail; to see Members of Congress, Republicans and 
Democrats alike, elected by the people of the United States of America, 
bring respect and honor to this House of Representatives. We started a 
historic day, a historic opportunity, to bring trust back to this 
institution.
  There is much to be done in the 104th Congress. We know we will work 
with our friends on the Democratic aisle on welfare reform, immigration 
reform, balancing the budget, stopping violent criminals, protecting 
our children, and restoring hope for American families to achieve the 
American dream.
  Mr. Speaker, with good, continued cooperation and good will, we can 
continue to keep the promises we made to America. The 104th Congress 
will truly be successful.
