               THE ECONOMY: NO LONGER A 98-POUND WEAKLING

  (Mr. VISCLOSKY asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks.)
  Mr. VISCLOSKY. Mr. Speaker, when George Bush was President the 
American economy was like a 98-pound weakling on the beach.
  Any bully could kick sand in our face. Jobs were lost. Confidence was 
destroyed. And we were just too weak to fight back.
  The American people were tired of having their economy pushed around 
so they elected Bill Clinton President.
  Bill Clinton and the Democrats put the economy on a strict diet and 
exercise routine and it grew stronger.
  Since the Democrats acted: Consumer confidence is up; inflation is 
down; the deficit has been slashed; and 6,000 jobs have been created 
every single day.
  In fact, the result of the Democrats in Congress and the White House 
working together to break gridlock has been the creation of more than 3 
million jobs and cutting the deficit by $60 billion.
  Mr. Speaker, Bill Clinton and the Democrats have done the hard work 
and transformed a 98-pound economy into Charles Atlas. Every day our 
economy gets stronger and creates more jobs.
