               OPPORTUNITIES FOR CUTS IN DEFENSE SPENDING

  (Mrs. SCHROEDER asked and was given permission to revise and extend 
her remarks.)
  Mrs. SCHROEDER. Mr. Speaker, I heard a lot of Members say they want 
some opportunities to do some spending cuts, and today we are going to 
have some great opportunities to do spending cuts. We are coming 
forward with a $262.7 billion defense bill. That is more than the whole 
rest of the world is spending together, and I remind Members the cold 
war is over.
  We have $3.7 billion in there for a nuclear powered submarine. There 
is $2.7 billion for ballistic missile defense, the old SDI. There are 
all sorts of other things that there will be amendments on so Members 
who really want to do some spending cuts, now is the time for real 
spending cuts, and let us see how this all comes out at the end of the 
day.
