             THE DEMOCRATIC PARTY WANTS A TOUGH CRIME BILL

  (Mr. BARLOW asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. BARLOW. Mr. Speaker, the majority party is delivering a message 
to those who commit crimes in our Nation that justice will be swift and 
certain. We must address the rising crime problems of the Nation and 
this Congress will pass a tough and decisive crime bill. The majority 
party is going further, and we are determined to head off crime before 
it occurs. After crime occurs, it is too late for the victims.
  Mr. Speaker, the majority party is determined to try every avenue to 
head crime off before it occurs. We want to send that message to the 
American people, and the American people are listening and they are 
hearing.
