                              BOMB SERBIA

  (Mr. ROHRABACHER asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks).
  Mr. ROHRABACHER. Mr. Speaker, Serbian forces are entering Gorazde. 
Tens of thousands of Bosnian Muslim civilians face an enemy who has 
already slaughtered over 100,000 of their countrymen.
  The West sits on its hands.
  Weak leadership and spinelessness in the West have doomed the people 
of Gorazde. Serbian strongman Milosevic and his psychopathic allies in 
Bosnia are the Nazis of our day, and Bill Clinton and our European 
friends are playing their role as well.
  American troops do not need to fight on the ground in the Balkans, 
but if we act we must act aggressively--and act as the moral and 
military leaders of the free world. Time has long since passed when we 
should lift the arms embargo on the Bosnians and Croatians, who are the 
victims of a genocidal landgrab by their Serbian neighbors.
  And, if we decide to use force again, we should bomb Serbia's 
military infrastructure, in Serbia--get that, in Serbia--rather than 
dropping a couple of duds on tents, which only provides the West's 
gutlessness, and emboldens Serbian cutthroats.
