            THE MICHEL-LOTT AFFORDABLE HEALTH CARE NOW BILL

  (Mr. HERGER asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. HERGER. Mr. Speaker, every time someone from the other side of 
the isle takes the floor to discuss health care, they accuse the 
Republicans of having no health care plan of our own.
  This is just not true.
  The Michel-Lott affordable health care now bill was introduced before 
the Clinton plan and has the most cosponsors of any health proposal.
  Our bill fixes what's wrong and keeps what's right with our health 
care system.
  It is a commonsense solution that creates a health insurance system 
that is private, portable, and affordable.
  Mr. Speaker, we do not have to build a new bureaucracy. The Michel-
Lott bill can be enacted now, and we can start to help people now.
  Let us not wait years for the implied results of the Government-run 
Clinton health care plan.
