IF NOT THIS, WHAT?
(Mr. BALLENGER asked and was given permission to address the House
for 1 minute and to revise and extend his remarks.)
Mr. BALLENGER. Mr. Speaker, the House will vote on the balanced
budget amendment to the Constitution in the second week of March; 218
Members have signed a discharge petition making such a vote a sure
thing.
Opponents of fiscal sanity will use a host of scare tactics to derail
the balanced budget amendment, but I urge my colleagues to not be
fooled.
We need a balanced budget amendment to the Constitution. We need to
get our fiscal house in order. And we need to do it now.
Abraham Lincoln once said, ``You cannot keep out of trouble, by
spending more than you earn.''
Well, the Congress cannot long stay out of serious trouble by piling
debts into debts.
I urge my wavering colleagues to consider the options. If not this,
what? If not now, when?
Let us pass a balanced budget amendment, and let's do it now.
