THE SELECTION OF SENATOR MOSELEY-BRAUN TO DELIVER WASHINGTON'S FAREWELL 
                                ADDRESS

  Mr. MITCHELL. Mr. President, and Members of the Senate, momentarily 
the traditional reading of Washington's Farewell Address will occur. We 
are honored and pleased that the address will this year be delivered by 
Senator Carol Moseley-Braun of Illinois.
  It is a tradition of the Senate, a historic event in and of itself, 
and I believe it particularly historic and significant that Senator 
Moseley-Braun has consented to deliver the address today.
