                          PERSONAL EXPLANATION

  Mr. SWIFT. Mr. Speaker, on rollcall 18 earlier today I believe that 
through malfunction of the machine or, much more likely, malfunction of 
me, the vote failed to record. I ask unanimous consent for the Record 
to reflect that, had I been recorded, I would have voted ``no''.
  The SPEAKER pro tempore. Is there objection to the request of the 
gentleman from Washington?
  There was no objection.
