                  THE MISSING PRIORITIES IN THE BUDGET

  (Mr. WALKER asked and was given permission to address the House for 1 
minute.)
  Mr. WALKER. Mr. Speaker, when the President outlines the priorities 
for the country, you would think that his administration might follow 
them in the budget, and yet that did not happen. When you look at the 
administration's budget, it somehow missed the President's call for 
health care reform. In fact, the President's budget does not cover the 
costs of his Health Care Reform Program.
  With the President talking so much about welfare reform, you would 
think it would be reflected in the budget. The budget does not cover 
the President's Welfare Reform Program.
  With the President endorsing the Crime Program now before the Senate, 
you would think his budget would have included money to carry out the 
Crime Program. It does not.
  You would think that with the President talking so much about 
Government reorganization and the cutting of 252,000 employees, you 
would think that that would be reflected in the budget. It was not.
  The President's budget does not match what the President has been 
saying. That will be a problem for us as we deal with these matters 
before the Congress.
