  IN SUPPORT OF LEGISLATION TO ELEVATE THE EPA TO CABINET LEVEL STATUS

  (Mr. BARCA of Wisconsin asked and was given permission to address the 
House for 1 minute and to revise and extend his remarks.)
  Mr. BARCA of Wisconsin. Mr. Speaker, I rise today to strongly support 
elevating the EPA to a Cabinet level status. The time has come to 
prioritize clean air and clean water for future generations. We must 
remember that we have an obligation to be good stewards of this Earth, 
but also, Mr. Speaker, in this day and age we must be good fiscal 
stewards.
  As a member of Unfunded Mandates Caucus, it is my hope we will 
strongly support the measure to require the EPA to develop a strategy 
to ease the unfunded mandates places upon our State and local 
governments.
  Mr. Speaker, hopefully we will soon pass a very strong bill, a bill 
that is fiscally responsible and is environmentally responsible.
