RULE FOR H.R. 3425, ENVIRONMENTAL PROTECTION AGENCY CABINET STATUS
(Ms. VELAZQUEZ asked and was given permission to address the House
for 1 minute.)
Ms. VELAZQUEZ. Mr. Speaker, I rise in support of H.R. 3425, which
elevates the Environmental Protection Agency to Cabinet level status.
This idea has been with us for years and it is about time we gave
environmental protection its due status and attention.
The rule before us today allows for nine amendments. I commend the
Rules Committee for its fairness in allowing Members to bring these
proposals to the floor. However, I urge my colleagues to review them
carefully and oppose any amendments that severely weaken this historic
legislation.
Mr. Speaker, this bill will give the EPA the muscle to improve our
environment for future generations. Also, the bill begins to focus
Federal attention on the distressing problem of a disproportionate
environmental burden on communities of color. Again, I urge my
colleagues to support the rule and final passage of H.R. 3425.
