               THOUGHTS ON THE STATE OF THE UNION SPEECH

  (Mr. BOEHNER asked and was given permission to address the House for 
one minute.)
  Mr. BOEHNER. Mr. Speaker, the President gave a nice speech last 
night. Much of what he had to say I and my fellow Republicans agreed 
with. Why? Because the principles, the values that were contained in 
the President's speech were things that we as Republican Members of 
Congress agree with strongly.
  If the President is sincere about his efforts to fight crime, 
Republicans in this House are willing to stand shoulder to shoulder to 
help him. If he is sincere about his words with regard to welfare 
reform, we are here, ready and willing to help.
  The programs that he wants to cut in the budget, we have hundreds of 
programs as well that we think we can eliminate from the Federal 
budget.
  We are willing to help the President, if he is sincere about what he 
said last night. If the President is sincere about improving the lives 
of Americans, Republicans are willing to stand shoulder to shoulder. It 
is time to do it, and it is time to do it now.
  But I am reminded of the words often heard in this Chamber and around 
the world: Actions speak louder than words.
