	 1.    (d) ELIGIBLE ENTITIES. - In this section, the term
	 
	 2. 'eligible entity' means a State, an air pollution control
	 
	 3. agency, a municipality, or an Indian tribe (as such terms
	 
	 4. are defined in section 302 of the Clean Air Act (42 U.S.C.
