			4 SEC. 10001. DEFINITIONS.
			
			5   In this title:
			
			6   (1) The term ``insular area'' has the meaning 
			
			7 given such term in section 1404 of the National Ag-
			
			8 ricultural Research, Extension, and Teaching Policy 
			
			9 Act of 1977 (7 U.S.C. 3103). 
			
			10    (2) The term ``Secretary'' means the Secretary
