1 SECTION 1. SHORT TITLE. 

2      This Act may be cited as the "Domestic Prosperity 


3 and Global Freedom Act". 

4 SEC. 2. ACTION ON APPLICATIONS. 

5      (a) DECISION DEADLINE.-The Department of En-

6 ergy shall issue a decision on any application for author-

7 ization to export natural gas under section 3 of the Nat-

8 ural Gas Act (15 U.S.C. 717b) not later than 90 days 

9 after the later of-

10            (1) the end of the comment period for such de-

11     cision as set forth in the applicable notice published 

12     in the Federal Register; or 

13            (2) the date of enactment of this Act. 

14    (b) JUDICIAL ACTION.-(l) The United States Court 

15 of Appeals for the circuit in which the export facility will 

16 be located pursuant to an application described in sub-

17 section (a) shall have original and exclusive jurisdiction 

18 over any civil action for the review of-
