AN ACTTo extend energy conservation programs under the Energy Policy and Conservation Act through fiscal year 2003.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Energy Act of 2000”.

<num style="-uslm-dtd:enum" value="VI">TITLE VI—</num><heading style="-uslm-dtd:header">WEATHERIZATION, SUMMER FILL, HYDROELECTRIC LICENSING PROCEDURES, AND INVENTORY OF OIL AND GAS RESERVES </heading>

<num style="-uslm-dtd:enum" value="603">SEC. 603. </num><heading style="-uslm-dtd:header">EXPEDITED FERC HYDROELECTRIC LICENSING PROCEDURES. </heading>
<content style="-uslm-dtd:text" class="block">The Federal Energy Regulatory Commission shall, in consultation with other appropriate agencies, immediately undertake a comprehensive review of policies, procedures, and regulations for the licensing of hydroelectric projects to determine how to reduce the cost and time of obtaining a license. The Commission shall report its findings within 6 months of the date of the enactment of this section to the Congress, including any recommendations for legislative changes.</content>

<num style="-uslm-dtd:enum" value="708">SEC. 708. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t42/s6201">42 U.S.C. 6201 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">LIMITATION ON OBLIGATION OF FUNDS. </heading>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/106/469/tVI/s708/a" styleType="OLC">
<num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">In each calendar year of the covered period, the Alliance may not obligate an amount greater than the sum of—</chapeau>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/106/469/tVI/s708/a/1" styleType="OLC">
<num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">75 percent of the amount of assessments estimated to be collected under section 707 in that calendar year;</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/106/469/tVI/s708/a/2" styleType="OLC">
<num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">75 percent of the amount of assessments actually collected under section 707 in the most recent calendar year for which an audit report has been submitted under section 706(f)(2)(B) as of the beginning of the calendar year for which the amount that may be obligated is being determined, less the estimate made pursuant to paragraph (1) for that most recent calendar year; and</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/106/469/tVI/s708/a/3" styleType="OLC">
<num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">amounts permitted in preceding calendar years to be obligated pursuant to this subsection that have not been obligated.</content>
</paragraph>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/106/469/tVI/s708/b" styleType="OLC">
<num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Excess Amounts Deposited in Escrow Account.—</heading><content style="-uslm-dtd:text">Assessments collected under section 707 in excess of the amount permitted to be obligated under subsection (a) in a calendar year shall be deposited in an escrow account for the duration of the covered period.</content>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/106/469/tVI/s708/c" styleType="OLC">
<num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Treatment of Amounts in Escrow Account.—</heading>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/106/469/tVI/s708/c/1" styleType="OLC">
<num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">During the covered period, the Alliance may not obligate, expend, or borrow against amounts required under subsection (b) to be deposited in the escrow account.</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/106/469/tVI/s708/c/2" styleType="OLC">
<num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Interest.—</heading><chapeau style="-uslm-dtd:text">Any interest earned on amounts described in paragraph (1) shall be—</chapeau>
<subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/106/469/tVI/s708/c/2/A" styleType="OLC">
<num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">deposited in the escrow account; and</content>
</subparagraph>
<subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/106/469/tVI/s708/c/2/B" styleType="OLC">
<num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">unavailable for obligation for the duration of the covered period.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/106/469/tVI/s708/d" styleType="OLC">
<num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Release of Amounts in Escrow Account.—</heading><content style="-uslm-dtd:text">Beginning on October 1, 2028, the Alliance may withdraw and obligate any amount in the escrow account.</content>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/106/469/tVI/s708/e" styleType="OLC">
<num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Covered Period Defined.—</heading><content style="-uslm-dtd:text">In this section, the term “<term style="-uslm-dtd:term">covered period</term>” means the period that begins on February 6, 2019, and ends on September 30, 2028.</content>
