AN ACTMaking certain provisions with respect to internationally recognized human rights, refugees, and foreign relations.

SECTION 1. SHORT TITLE.
This Act may be cited as the “Human Rights, Refugee, and Other Foreign Relations Provisions Act of 1996”.

<num style="-uslm-dtd:enum" value="III">TITLE III—</num><heading style="-uslm-dtd:header">CLAIBORNE PELL INSTITUTE FOR INTERNATIONAL RELATIONS AND PUBLIC POLICY </heading>
<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIII/s301" styleType="OLC">
<num style="-uslm-dtd:enum" value="301">SEC. 301. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
<content style="-uslm-dtd:text" class="block">This title may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">Claiborne Pell Institute for International Relations and Public Policy Act</inline></shortTitle>”.</content>

<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIII/s302" styleType="OLC">
<num style="-uslm-dtd:enum" value="302">SEC. 302. </num><heading style="-uslm-dtd:header">GRANT AUTHORIZED. </heading>
<content style="-uslm-dtd:text" class="block">In recognition of the public service of Senator Claiborne Pell, the Secretary of Education is authorized to award a grant, in accordance with the provisions of this title, to assist in the establishment and operation of the Claiborne Pell Institute for International Relations and Public Policy, located at Salve Regina University, Newport, Rhode Island, including the purchase and renovation of facilities to house the Institute.</content>

<num style="-uslm-dtd:enum" value="303">SEC. 303. </num><heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS. </heading>
<content style="-uslm-dtd:text" class="block">There are authorized to be appropriated for fiscal year 1997 such sums, not to exceed $3,000,000, as may be necessary to carry out this title.</content>
</section>
<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIII/s304" styleType="OLC">
<num style="-uslm-dtd:enum" value="304">SEC. 304. </num><heading style="-uslm-dtd:header">EFFECTIVE DATE. </heading>
<content style="-uslm-dtd:text" class="block">This title shall take effect on the date of enactment of this Act.</content>
</section>
<num style="-uslm-dtd:enum" value="IV">TITLE IV—</num><heading style="-uslm-dtd:header">GEORGE BUSH SCHOOL OF GOVERNMENT AND PUBLIC SERVICE </heading>
<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIV/s401" styleType="OLC">
<num style="-uslm-dtd:enum" value="401">SEC. 401. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
<content style="-uslm-dtd:text" class="block">This title may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">George Bush School of Government and Public Service Act</inline></shortTitle>”.</content>
</section>
<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIV/s402" styleType="OLC">
<num style="-uslm-dtd:enum" value="402">SEC. 402. </num><heading style="-uslm-dtd:header">GRANT AUTHORIZED. </heading>
<content style="-uslm-dtd:text" class="block">In recognition of the public service of President George Bush, the Secretary of Education is authorized to make a grant in accordance with the provisions of this Act to assist in the establishment of the George Bush Fellowship Program, located at the George Bush School of Government and Public Service of the Texas A & M University.</content>

<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIV/s403" styleType="OLC">
<num style="-uslm-dtd:enum" value="403">SEC. 403. </num><heading style="-uslm-dtd:header">GRANT CONDITIONS. </heading>
<content style="-uslm-dtd:text" class="block">No payment may be made under this title except upon an application at such time, in such manner, and containing or accompanied by such information as the Secretary of Education may require.</content>

<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tIV/s404" styleType="OLC">
<num style="-uslm-dtd:enum" value="404">SEC. 404. </num><heading style="-uslm-dtd:header">APPROPRIATIONS AUTHORIZED. </heading>
<content style="-uslm-dtd:text" class="block">There are authorized to be appropriated such sums, not to exceed $3,000,000, as may be necessary to carry out the provisions of this title.</content>

<num style="-uslm-dtd:enum" value="405">SEC. 405. </num><heading style="-uslm-dtd:header">EFFECTIVE DATE. </heading>
<content style="-uslm-dtd:text" class="block">This title shall take effect on October 1, 1996.</content>

<num style="-uslm-dtd:enum" value="V">TITLE V—</num><heading style="-uslm-dtd:header">MISCELLANEOUS PROVISIONS </heading>
<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tV/s501" styleType="OLC">
<num style="-uslm-dtd:enum" value="501">SEC. 501. </num><heading style="-uslm-dtd:header">EDMUND S. MUSKIE FOUNDATION. </heading>
<content style="-uslm-dtd:text" class="block">In recognition of the public service of Senator and Secretary of State Edmund S. Muskie, the Secretary of Education is authorized to award a grant in accordance with the provisions of this Act to assist in the establishment of the Edmund S. Muskie Foundation, located in Washington, D.C., by providing assistance to support the Foundation, including assistance to be used for awarding stewardships, supporting the Muskie archives, and supporting the Edmund S. Muskie Institute of Public Affairs.</content>

<section style="-uslm-dtd:section" identifier="/us/sComp/104/319/tV/s502" styleType="OLC">
<num style="-uslm-dtd:enum" value="502">SEC. 502. </num><heading style="-uslm-dtd:header">CALVIN COOLIDGE MEMORIAL FOUNDATION GRANT. </heading>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/104/319/tV/s502/a" styleType="OLC">
<num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">In this section:</chapeau>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/104/319/tV/s502/a/1" styleType="OLC">
<num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Foundation.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Foundation</term>” means the Calvin Coolidge Memorial Foundation.</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/104/319/tV/s502/a/2" styleType="OLC">
<num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Secretary</term>” means the Secretary of Education.</content>
</paragraph>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/104/319/tV/s502/b" styleType="OLC">
<num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Grant Authorized.—</heading><content style="-uslm-dtd:text">The Secretary is authorized to make a grant in the amount of $1,000,000 in accordance with the provisions of this section to the Foundation.</content>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/104/319/tV/s502/c" styleType="OLC">
<num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Grant Conditions.—</heading>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/104/319/tV/s502/c/1" styleType="OLC">
<num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Application.—</heading><content style="-uslm-dtd:text">No payment may be made under this section except upon an application at such time, in such <br style="-uslm-dtd:linebreak" />manner, and containing or accompanied by such information as the Secretary may require.</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/104/319/tV/s502/c/2" styleType="OLC">
<num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Use of grant funds.—</heading><chapeau style="-uslm-dtd:text">Funds received under this <br style="-uslm-dtd:linebreak" />section may be used for any of the following purposes:</chapeau>
<subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/104/319/tV/s502/c/2/A" styleType="OLC">
<num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">To increase the endowment of the Foundation.</content>
</subparagraph>
<subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/104/319/tV/s502/c/2/B" styleType="OLC">
<num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">To conduct educational, archival, or preservation activities of the Foundation.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/104/319/tV/s502/d" styleType="OLC">
<num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">There are authorized to be appropriated to the Secretary $1,000,000, without fiscal year limitation, to carry out the provisions of this section.</content>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/104/319/tV/s502/e" styleType="OLC">
<num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Effective Date.—</heading><content style="-uslm-dtd:text">This section shall take effect on October 1, 1996.</content>
