        <section style="-uslm-dtd:section" identifier="/us/sComp/101/511/s8105" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="8105">Sec. 8105. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t10/s113">10 U.S.C. 113 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Contributions by Japan to the Support of United States Forces in Japan.—</heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/511/s8105/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Permanent Ceiling on United States Armed Forces in Japan.—</heading><content style="-uslm-dtd:text">After September 30, 1990, funds appropriated pursuant to an appropriation contained in this Act or any subsequent Act may not be used to support an end strength level of all personnel of the Armed Forces of the United States stationed in Japan at any level in excess of 50,000.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/511/s8105/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Annual Reduction in Ceiling Unless Support Furnished.—</heading><content style="-uslm-dtd:text">Unless the President certifies to Congress before the end of each fiscal year that Japan has agreed to offset for that fiscal year the direct costs incurred by the United States related to the presence of all United States military personnel in Japan, excluding the military personnel title costs, the end strength level for that fiscal year of all personnel of the Armed Forces of the United States stationed in Japan may not exceed the number that is 5,000 less than such end strength level for the preceding fiscal year.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/511/s8105/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Sense of Congress.—</heading><content style="-uslm-dtd:text">It is the sense of Congress that all those countries that share the benefits of international security and stability should share in the responsibility for that stability and security commensurate with their national capabilities. The Congress also recognizes that Japan has made a substantial pledge of financial support to the effort to support the United Nations Security Council resolutions on Iraq. The Congress also recognizes that Japan has a greater economic capability to contribute to international security and stability than any other member of the international community and wishes to encourage Japan to contribute commensurate with that capability.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/511/s8105/d" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Exceptions.—</heading><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/101/511/s8105/d/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">This section shall not apply in the event of a declaration of war or an armed attack on Japan.</content></paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/101/511/s8105/d/2" styleType="OLC" class="leftIndentDecrease1">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">The President may waive the limitation in this section for any fiscal year if he declares that it is in the national interest to do so and immediately informs Congress of the waiver and the reasons for the waiver.</content>
                </paragraph>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/511/s8105/e" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Effective Date.—</heading><content style="-uslm-dtd:text">This section shall take effect on the date of enactment of this Act.</content>
            </subsection>
