SEC. 3003. [31 U.S.C. 1113 note] TERMINATION OF REPORTING REQUIREMENTS. (a) Termination.— (1) In general.—Subject to the provisions of paragraph (2) of this subsection and subsection (d), each provision of law requiring the submittal to Congress (or any committee of the Congress) of any annual, semiannual, or other regular periodic report specified on the list described under subsection (c) shall cease to be effective, with respect to that requirement, May 15, 2000. (2) Exception.—The provisions of paragraph (1) shall not apply to any report required under— (A) chapter 4 of title 5, United States Code; or (B) the Chief Financial Officers Act of 1990 (Public Law 101–576), including provisions enacted by the amendments made by that Act. (b) Identification of Wasteful Reports.—The President shall include in the first annual budget submitted pursuant to section 1105 of title 31, United States Code, after the date of enactment of this Act1 a list of reports that the President has determined are unnecessary or wasteful and the reasons for such determination.1

 (c) List of Reports.—The list referred to under subsection (a) is the list prepared by the Clerk of the House of Representatives for the first session of the One Hundred Third Congress under clause 2 of rule III of the Rules of the House of Representatives (House Document No. 103–7). (d)2 Specific Reports Exempted.—Subsection (a)(1) shall not apply to any report required under—2
