    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To require the Government Accountability Office to produce a report on esophageal cancer, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/119/96/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Gerald E. Connolly Esophageal Cancer Awareness Act of 2025</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/119/96/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">FINDINGS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Congress finds that—</chapeau>
            <paragraph identifier="/us/sComp/119/96/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">esophageal cancer is the fastest increasing cancer among American men;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">esophageal cancer is one of the fastest growing cancer diagnoses among all Americans, increasing more than 700 percent in recent decades;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">esophageal cancer kills 1 American every 36 minutes every day;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">esophageal cancer is among the deadliest of cancers, with only about 1 in 5 patients surviving 5 years;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">esophageal cancer has tripled in incidence among younger Americans in recent decades;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">esophageal cancer has low survival rates because it is usually discovered at advanced stages when treatment outcomes are poor;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/7" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">raising awareness about esophageal cancer empowers individuals to seek preventive care, recognize symptoms, and pursue early detection strategies;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/8" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="8">(8) </num><content style="-uslm-dtd:text">survivors, caregivers, medical professionals, and researchers have made tremendous strides in advancing treatment options and improving the quality of life for those affected by the disease;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/9" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="9">(9) </num><content style="-uslm-dtd:text">esophageal cancer can be prevented through early detection of its precursor, Barrett’s esophagus, which can be eliminated with curative outpatient techniques;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/10" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="10">(10) </num><content style="-uslm-dtd:text">research indicates that patients diagnosed with early-stage esophageal cancer have a significantly higher 5-year survival rate (as high as 49 percent) compared to those diagnosed at later stages, underscoring the critical need for enhanced screening and awareness; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s2/11" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="11">(11) </num><chapeau style="-uslm-dtd:text">as of December 2022, the American Gastroenterological Association recommends screening with a standard upper endoscopy in individuals with 3 or more established risk factors 
for Barrett’s Esophagus and esophageal adenocarcinoma, including—</chapeau>
                <subparagraph identifier="/us/sComp/119/96/s2/11/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">male sex;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/96/s2/11/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">non-Hispanic white ethnicity;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/96/s2/11/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">age of 50 years or older;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/96/s2/11/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">a history of smoking, chronic gastrointestinal reflux disease, or obesity; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/96/s2/11/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">a family history of Barrett’s Esophagus or esophageal adenocarcinoma.</content>
                </subparagraph>
            </paragraph>
        </section>
        <section identifier="/us/sComp/119/96/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">GAO REPORT. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to Congress that includes an evaluation of—</chapeau>
            <paragraph identifier="/us/sComp/119/96/s3/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the total impact of esophageal cancer-related health care spending under the Federal Employee Health Benefits Program for Federal employees and retirees diagnosed with esophageal cancer; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/96/s3/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">how often individuals covered under the Federal Employees Health Benefits Program with medical records indicating such individuals are high-risk for esophageal cancer undergo screening according to the established guidelines.</content>
            </paragraph>
