    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To require the Bureau of Indian Affairs to process and complete all mortgage packages associated with residential and business mortgages on Indian land by certain deadlines, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/119/88/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t25/s5901">25 U.S.C. 5901 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Tribal Trust Land Homeownership Act of 2025</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/119/88/s2" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t25/s5901">25 U.S.C. 5901</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/119/88/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Applicable bureau office.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">applicable Bureau office</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/119/88/s2/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">a Regional office of the Bureau;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">an Agency office of the Bureau; or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">a Land Titles and Records Office of the Bureau.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Bureau.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Bureau</term>” means the Bureau of Indian Affairs.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Director.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Director</term>” means the Director of the Bureau.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">First certified title status report.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">first certified title status report</term>” means the title status report needed to verify title status on Indian land.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Indian land.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Indian land</term>” has the meaning given the term in section 162.003 of title 25, Code of Federal Regulations (as in effect on the date of enactment of this Act).</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Land mortgage.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">land mortgage</term>” means a mortgage obtained by an individual Indian who owns a tract of trust land for the purpose of—</chapeau>
                <subparagraph identifier="/us/sComp/119/88/s2/6/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">home acquisition;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/6/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">home construction;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/6/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">home improvements; or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/6/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">economic development.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/7" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Leasehold mortgage.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">leasehold mortgage</term>” means a mortgage, deed of trust, or other instrument that pledges the leasehold interest of a lessee as security for a debt or other obligation owed by the lessee to a lender or other mortgagee.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/8" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="8">(8) </num><heading style="-uslm-dtd:header">Mortgage package.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">mortgage package</term>” means a proposed residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document submitted to an applicable Bureau office under section 3(a)(1).</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/9" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="9">(9) </num><heading style="-uslm-dtd:header">Relevant federal agency.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">relevant Federal agency</term>” means any of the following Federal agencies that guarantee or make direct mortgage loans on Indian land:</chapeau>
                <subparagraph identifier="/us/sComp/119/88/s2/9/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">The Department of Agriculture.</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/9/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">The Department of Housing and Urban Development.</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/88/s2/9/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">The Department of Veterans Affairs.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/10" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="10">(10) </num><heading style="-uslm-dtd:header">Right-of-way document.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">right-of-way document</term>” has the meaning given the term in section 169.2 of title 25, Code of Federal Regulations (as in effect on the date of enactment of this Act).</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/88/s2/11" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="11">(11) </num><heading style="-uslm-dtd:header">Subsequent certified title status report.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">subsequent certified title status report</term>” means the title status report needed to identify any liens against a residential, business, or land lease on Indian land.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/119/88/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t25/s5902">25 U.S.C. 5902</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">MORTGAGE REVIEW AND PROCESSING. </heading>
            <subsection identifier="/us/sComp/119/88/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Review and Processing Deadlines.—</heading>
                <paragraph identifier="/us/sComp/119/88/s3/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">As soon as practicable after receiving a proposed residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document, the applicable Bureau office shall notify the lender that the proposed residential leasehold mortgage, business leasehold mortgage, or right-of-way document has been received.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Preliminary review.—</heading>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Not later than 10 calendar days after receipt of a proposed residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document, the applicable Bureau office shall conduct and complete a preliminary review of the residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document to verify that all required documents are included.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Incomplete documents.—</heading><content style="-uslm-dtd:text">As soon as practicable, but not more than 2 calendar days, after finding that any required documents are missing under subparagraph (A), the applicable Bureau office shall notify the lender of the missing documents.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Approval or disapproval.—</heading>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">Leasehold mortgages.—</heading><content style="-uslm-dtd:text">Not later than 20 calendar days after receipt of a complete executed residential leasehold mortgage or business leasehold mortgage, proof of required consents, and other required documentation, the applicable Bureau office shall approve or disapprove the residential leasehold mortgage or business leasehold mortgage.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Right-of-way documents.—</heading><content style="-uslm-dtd:text">Not later than 30 calendar days after receipt of a complete executed right-of-way document, proof of required consents, and other required documentation, the applicable Bureau office shall approve or disapprove the right-of-way document.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/3/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><heading style="-uslm-dtd:header">Land mortgages.—</heading><content style="-uslm-dtd:text">Not later than 30 calendar days after receipt of a complete executed land mortgage, proof of required consents, and other required documentation, the applicable Bureau office shall approve or disapprove the land mortgage.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/3/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><heading style="-uslm-dtd:header">Requirements.—</heading><chapeau style="-uslm-dtd:text">The determination of whether to approve or disapprove a residential leasehold mortgage or business leasehold mortgage under subparagraph (A), a right-of-way document under subparagraph (B), or a land mortgage under subparagraph (C)—</chapeau>
                        <clause identifier="/us/sComp/119/88/s3/a/3/D/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">shall be in writing; and</content>
                        </clause>
                        <clause identifier="/us/sComp/119/88/s3/a/3/D/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">in the case of a determination to disapprove a residential leasehold mortgage, business leasehold mortgage, right-of-way document, or land mortgage shall, state the basis for the determination.</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/3/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><heading style="-uslm-dtd:header">Application.—</heading><content style="-uslm-dtd:text">This paragraph shall not apply to a residential leasehold mortgage or business leasehold mortgage with respect to Indian land in cases in which the applicant for the residential leasehold mortgage or business leasehold mortgage is an Indian tribe (as defined in subsection (d) of the first section of the Act of 1955 (69 Stat. 539, chapter 615; 126 Stat. 1150; 25 U.S.C. 415(d))) that has been approved for leasing under subsection (h) of that section (69 Stat. 539, chapter 615; 126 Stat. 1151; 25 U.S.C. 415(h)).</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/a/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Certified title status reports.—</heading>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">Completion of reports.—</heading>
                        <clause identifier="/us/sComp/119/88/s3/a/4/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">Not later than 10 calendar days after the applicable Bureau office approves a residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document under paragraph (3), the applicable Bureau office shall complete the processing of, as applicable—</chapeau>
                            <subclause identifier="/us/sComp/119/88/s3/a/4/A/i/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">a first certified title status report, if a first certified title status report was not completed prior to the approval of the residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/119/88/s3/a/4/A/i/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">a subsequent certified title status report.</content>
                            </subclause>
                        </clause>
                        <clause identifier="/us/sComp/119/88/s3/a/4/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><heading style="-uslm-dtd:header">Requests for first certified title status reports.—</heading><content style="-uslm-dtd:text">Notwithstanding clause (i), not later than 14 calendar days after the applicable Bureau office receives a request for a first certified title status report from an applicant for a residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document under paragraph (1), the applicable Bureau office shall complete the processing of the first certified title status report.</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/a/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Notice.—</heading>
                        <clause identifier="/us/sComp/119/88/s3/a/4/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">As soon as practicable after completion of the processing of, as applicable, a first certified title status report or a subsequent certified title status report under subparagraph (A), but by not later than the applicable deadline described in that subparagraph, the applicable Bureau office shall give notice of the completion to the lender.</content>
                        </clause>
                        <clause identifier="/us/sComp/119/88/s3/a/4/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><heading style="-uslm-dtd:header">Form of notice.—</heading><chapeau style="-uslm-dtd:text">The applicable Bureau office shall give notice under clause (i)—</chapeau>
                            <subclause identifier="/us/sComp/119/88/s3/a/4/B/ii/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">electronically through secure, encryption software; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/119/88/s3/a/4/B/ii/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">through the United States mail.</content>
                            </subclause>
                        </clause>
                        <clause identifier="/us/sComp/119/88/s3/a/4/B/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><heading style="-uslm-dtd:header">Option to opt out.—</heading><content style="-uslm-dtd:text">The lender may opt out of receiving notice electronically under clause (ii)(I).</content>
                        </clause>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Notices.—</heading>
                <paragraph identifier="/us/sComp/119/88/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">If the applicable Bureau office does not complete the review and processing of mortgage packages under subsection (a) (including any corresponding first certified title status report or subsequent certified title status report under paragraph (4) of that subsection) by the applicable deadline described in that subsection, immediately after missing the deadline, the applicable Bureau office shall provide notice of the delay in review and processing to—</chapeau>
                    <subparagraph identifier="/us/sComp/119/88/s3/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the party that submitted the mortgage package or requested the first certified title status report; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the lender for which the mortgage package (including any corresponding first certified title status report or subsequent certified title status report) is being requested.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Requests for updates.—</heading><content style="-uslm-dtd:text">In addition to providing the notices required under paragraph (1), not later than 2 calendar days after receiving a relevant inquiry with respect to a submitted mortgage package from the party that submitted the mortgage package or the lender for which the mortgage package (including any corresponding first certified title status report or subsequent certified title status report) is being requested or an inquiry with respect to a requested first certified title status report from the party that requested the first certified title status report, the applicable Bureau office shall respond to the inquiry.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s3/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Delivery of First and Subsequent Certified Title Status Reports.—</heading><chapeau style="-uslm-dtd:text">Notwithstanding any other provision of law, any first certified title status report and any subsequent certified title status report, as applicable, shall be delivered directly to—</chapeau>
                <paragraph identifier="/us/sComp/119/88/s3/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the lender;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">any local or regional agency office of the Bureau that requests the first certified title status report or subsequent certified title status report;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in the case of a proposed residential leasehold mortgage or land mortgage, the relevant Federal agency that insures or guarantees the loan; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/c/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">if requested, any individual or entity described in section 150.303 of title 25, Code of Federal Regulations (as in effect on the date of enactment of this Act).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s3/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Access to Trust Asset and Accounting Management System (TAAMS). </heading><content style="-uslm-dtd:text">Beginning on the date of enactment of this Act, the relevant Federal agencies and Indian Tribes shall have read-only access to portals containing the relevant land documents from the Trust Asset and Accounting Management System (commonly known as “TAAMS”) maintained by the Bureau.</content>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s3/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Annual Report.—</heading>
                <paragraph identifier="/us/sComp/119/88/s3/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">Not later than March 1 of each calendar year, the Director shall submit to the Committee on Indian Affairs of the Senate and the Committee on Natural Resources of the House of Representatives a report describing—</chapeau>
                    <subparagraph identifier="/us/sComp/119/88/s3/e/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">for the most recent calendar year, the number of requests received to complete residential leasehold mortgage packages, business leasehold mortgage packages, land mortgage packages, and right-of-way document packages 
(including any requests for corresponding first certified title status reports and subsequent certified title status reports), including a detailed description of—</chapeau>
                        <clause identifier="/us/sComp/119/88/s3/e/1/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">requests that were and were not successfully completed by the applicable deadline described in subsection (a) by each applicable Bureau office; and</content>
                        </clause>
                        <clause identifier="/us/sComp/119/88/s3/e/1/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">the reasons for each applicable Bureau office not meeting any applicable deadlines; and</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s3/e/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the length of time needed by each applicable Bureau office during the most recent calendar year to provide the notices required under subsection (b)(1).</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Requirement.—</heading><content style="-uslm-dtd:text">In submitting the report required under paragraph (1), the Director shall maintain the confidentiality of personally identifiable information of the parties involved in requesting the completion of residential leasehold mortgage packages, business leasehold mortgage packages, land mortgage packages, and right-of-way document packages (including any corresponding first certified title status reports and subsequent certified title status reports).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s3/f" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">GAO Study.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Indian Affairs of the Senate and the Committee on Natural Resources of the House of Representatives a report that includes—</chapeau>
                <paragraph identifier="/us/sComp/119/88/s3/f/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">an evaluation of the need for residential leasehold mortgage packages, business leasehold mortgage packages, land mortgage packages, and right-of-way document packages of each Indian Tribe to be digitized for the purpose of streamlining and expediting the completion of mortgage packages for residential mortgages on Indian land (including the corresponding first certified title status reports and subsequent certified title status reports); and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s3/f/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">an estimate of the time and total cost necessary for Indian Tribes to digitize the records described in paragraph (1), in conjunction with assistance in that digitization from the Bureau.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/119/88/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t25/s5903">25 U.S.C. 5903</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ESTABLISHMENT OF REALTY OMBUDSMAN POSITION. </heading>
            <subsection identifier="/us/sComp/119/88/s4/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Director shall establish within the Division of Real Estate Services of the Bureau the position of Realty Ombudsman, who shall report directly to the Secretary of the Interior.</content>
            </subsection>
            <subsection identifier="/us/sComp/119/88/s4/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Functions.—</heading><chapeau style="-uslm-dtd:text">The Realty Ombudsman shall—</chapeau>
                <paragraph identifier="/us/sComp/119/88/s4/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">ensure that the applicable Bureau offices are meeting the mortgage review and processing deadlines established by section 3(a);</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s4/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">ensure that the applicable Bureau offices comply with the notices required under subsections (a) and (b) of section 3;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s4/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><chapeau style="-uslm-dtd:text">serve as a liaison to other Federal agencies, including by—</chapeau>
                    <subparagraph identifier="/us/sComp/119/88/s4/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">ensuring the Bureau is responsive to all of the inquiries from the relevant Federal agencies; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/88/s4/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">helping to facilitate communications between the relevant Federal agencies and the Bureau on matters relating to mortgages on Indian land;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s4/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">receive inquiries, questions, and complaints directly from Indian Tribes, members of Indian Tribes, and lenders in regard to executed residential leasehold mortgages, business leasehold mortgages, land mortgages, or right-of-way documents; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/88/s4/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">serve as the intermediary between the Indian Tribes, members of Indian Tribes, and lenders and the Bureau in responding to inquiries and questions and resolving complaints.</content>
                </paragraph>
            </subsection>
        </section>
