    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">Making appropriations for foreign operations, export financing, and related programs for the fiscal year ending September 30, 1991, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <title identifier="/us/sComp/101/513/tVI" style="-uslm-dtd:title">
            <num style="-uslm-dtd:enum" value="VI">TITLE VI—</num><heading style="-uslm-dtd:header">INTERNATIONAL FORESTRY COOPERATION </heading>
            <section identifier="/us/sComp/101/513/tVI/s601" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="601">SEC. 601. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4501">16 U.S.C. 4501 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
                <content class="block" style="-uslm-dtd:text">This title may be cited as the “<shortTitle style="-uslm-dtd:quote">International Forestry Cooperation Act of 1990</shortTitle>”. 
</content>

            <section identifier="/us/sComp/101/513/tVI/s602" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="602">SEC. 602. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4501">16 U.S.C. 4501</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">FORESTRY AND RELATED NATURAL RESOURCE ASSISTANCE. </heading>
                <subsection identifier="/us/sComp/101/513/tVI/s602/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Focus of Activities.—</heading><content style="-uslm-dtd:text">To achieve the maximum impact from activities undertaken under the authority of this title, the Secretary shall focus such activities on the key countries which could have a substantial impact on emissions of greenhouse gases related to global warming.</content>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s602/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Authority for International Forestry Activities.—</heading><chapeau style="-uslm-dtd:text">In support of forestry and related natural resource activities outside of the United States and its territories and possessions, the Secretary of Agriculture may—</chapeau>
                    <paragraph identifier="/us/sComp/101/513/tVI/s602/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">provide assistance that promotes sustainable development and global environmental stability, including assistance for—</chapeau>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">conservation and sustainable management of forest land;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">forest plantation technology and tree improvement;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">rehabilitation of cutover lands, eroded watersheds, and areas damaged by wildfires or other natural disasters;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">prevention and control of insects, diseases, and other damaging agents;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">preparedness planning, training, and operational assistance to combat natural disasters;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/F" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="F">(F) </num><content style="-uslm-dtd:text">more complete utilization of forest products leading to resource conservation;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/G" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="G">(G) </num><content style="-uslm-dtd:text">range protection and enhancement; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s602/b/1/H" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="H">(H) </num><content style="-uslm-dtd:text">wildlife and fisheries habitat protection and improvement;</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s602/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">share technical, managerial, extension, and administrative skills related to public and private natural resource administration;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s602/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">provide education and training opportunities to promote the transfer and utilization of scientific information and technologies;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s602/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">engage in scientific exchange and cooperative research with foreign governmental, educational, technical and research institutions; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s602/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">cooperate with domestic and international organizations that further international programs for the management and protection of forests, rangelands, wildlife and fisheries, and related natural resource activities.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s602/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Eligible Countries.—</heading><content style="-uslm-dtd:text">The Secretary shall undertake the activities described in subsection (b), in countries that receive assistance from the Agency for International Development only at the request, or with the concurrence, of the Administrator of the Agency for International Development.</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s603" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="603">SEC. 603. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4502">16 U.S.C. 4502</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">TROPICAL DEFORESTATION ASSESSMENT AND ASSISTANCE. </heading>
                <chapeau class="block" style="-uslm-dtd:text">In support of the Tropical Forestry Action Plan and to specifically address tropical deforestation and degradation, the Secretary may—</chapeau>
                <paragraph identifier="/us/sComp/101/513/tVI/s603/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">support and actively participate in global and regional meetings that seek to reform such Plan;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/101/513/tVI/s603/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">together with the United States Agency for International Development,<ref class="footnoteRef" idref="ID4260D9E364AE48C4838A0DB83D2AF0E4" style="-uslm-dtd:footnote-ref">1</ref> and other Federal agencies, provide technical assistance to tropical countries for the formulation of national forestry sector development strategies; and</content><footnote id="ID4260D9E364AE48C4838A0DB83D2AF0E4" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in original. The comma probably should not appear.</p></footnote>
                </paragraph>
                <paragraph identifier="/us/sComp/101/513/tVI/s603/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">cooperate with tropical countries on research, training, and technical programs aimed at implementing national forestry sector development strategies.</content>
                </paragraph>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s604" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="604">SEC. 604. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4503">16 U.S.C. 4503</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">INSTITUTE OF TROPICAL FORESTRY IN PUERTO RICO. </heading>
                <subsection identifier="/us/sComp/101/513/tVI/s604/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Expansion.—</heading><content style="-uslm-dtd:text">The Secretary shall expand the capabilities of and construct additional facilities at the Caribbean National Forest and Institute of Tropical Forestry in Puerto Rico, as the Secretary determines necessary to support the purpose of this title, and as funds are appropriated for such expansion and construction.</content>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s604/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Tropical Forestry Plans.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of this Act, the Secretary shall prepare and submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate, the Committee on Agriculture of the House of Representatives, and to the Committees on Appropriations of the Senate and House of Representatives, a tropical forestry plan for the expansion and construction of additional facilities under subsection (a). Such plan shall include provisions for—</chapeau>
                    <paragraph identifier="/us/sComp/101/513/tVI/s604/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the construction or acquisition of a major center for education, interpretation, and appreciation of the benefits and methods of the intelligent management of tropical forests;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s604/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the acquisition or construction of facilities for housing and classroom instruction near the Caribbean National Forest/ Luguillo Experimental Forest; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s604/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">the acquisition or construction of facilities for the study and recovery of endangered tropical wildlife, fish and plant species.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s605" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="605">SEC. 605. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4503a">16 U.S.C. 4503a</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">INSTITUTE OF PACIFIC ISLANDS FORESTRY. </heading>
                <subsection identifier="/us/sComp/101/513/tVI/s605/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Expansion.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall expand the capabilities of and construct additional facilities, as funds are appropriated for the expansion and construction, at—</chapeau>
                    <paragraph identifier="/us/sComp/101/513/tVI/s605/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the Institute of Pacific Islands Forestry; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s605/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">tropical forests in the State of Hawaii.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s605/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Tropical Forestry Plan.—</heading>
                    <paragraph identifier="/us/sComp/101/513/tVI/s605/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Not later than 1 year after the date of receipt by the Secretary of the action plan required by section 5(b) of the Hawaii Tropical Forest Recovery Act, the Secretary shall prepare and submit to the Committee on Agriculture and the Committee on Natural Resources of the House of Representatives, the Committee on Agriculture, Nutrition, and Forestry of the Senate, and to the Committees on Appropriations of the House of Representatives and Senate, a tropical forestry plan to expand the capabilities of and construct additional facilities under subsection (a).</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s605/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Elements.—</heading><chapeau style="-uslm-dtd:text">The plan shall provide for—</chapeau>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the establishment of a model center for research, demonstration, education, training, and outreach activities suitable for transferring scientific, technical, managerial, and administrative assistance to governmental and non-governmental organizations seeking to address problems associated with tropical forests within and outside the United States;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the acquisition or construction of facilities for research, classroom instruction, and housing near an experimental tropical forest in the State of Hawaii;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">the acquisition or construction of facilities for the study and recovery of endangered tropical wildlife, fish, and plant species and the restoration of their habitats;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">the study of biological control of non-native species that degrade or destroy native forest ecosystems;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">achieving a better understanding of global climate change and the significance of achieving a reduction of greenhouse gases through research associated with the unique atmospheric conditions found in Hawaii and the Pacific Ocean;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/F" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="F">(F) </num><content style="-uslm-dtd:text">a review of the extent to which existing Federal forestry programs can be utilized to achieve the purposes of the plan; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/2/G" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="G">(G) </num><content style="-uslm-dtd:text">the establishment of experimental tropical forests in the State of Hawaii as authorized by section 606.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s605/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Capability.—</heading><chapeau style="-uslm-dtd:text">In preparing elements of the plan that address paragraph (2)(F), the Secretary shall identify the capability of the plan—</chapeau>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to promote a greater understanding of tropical forest ecosystem processes, conservation biology, and biodiversity management;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">to demonstrate the various benefits of maintaining a tropical forest reserve system;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/3/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">to promote sound watershed and forest management;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/3/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">to develop compatible land uses adjacent to protected natural areas; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s605/b/3/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">to develop new methods of reclaiming and restoring degraded lands.</content>
                        </subparagraph>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s606" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="606">SEC. 606. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4503b">16 U.S.C. 4503b</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">HAWAII EXPERIMENTAL TROPICAL FOREST. </heading>
                <subsection identifier="/us/sComp/101/513/tVI/s606/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">As used in this section:</chapeau>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Forest.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">Forest</quotedText>” means the Hawaii Experimental Tropical Forest.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Governor.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">Governor</quotedText>” means the Governor of Hawaii.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Lands.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">lands</quotedText>” means lands, waters, and interests in lands and waters.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/a/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">State.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">State</quotedText>” means the State of Hawaii.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s606/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Establishment and Management.—</heading><chapeau style="-uslm-dtd:text">At the request of the Governor, the Secretary shall establish and administer within the State a Hawaii Experimental Tropical Forest. The Forest shall be managed as—</chapeau>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">a model of quality tropical forest management where harvesting on a sustainable yield basis can be demonstrated in balance with natural resource conservation;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">a site for research on tropical forestry, conservation biology, and natural resource management; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">a center for demonstration, education, training, and outreach on tropical forestry, conservation biology, and natural resources research and management,</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s606/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Delineation of the Location of the Forest.—</heading>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Identification of lands.—</heading><content style="-uslm-dtd:text">The Governor and the Secretary shall identify one or more suitable sites for the Forest in lands within the State. The identification of each site shall be based on scientific, ecological, administrative, and such other factors as the Governor and Secretary consider to be necessary or desirable to achieve the purposes of this section. Each site identified pursuant to the preceding sentence shall be of sufficient size and located so that the site can be effectively managed for Forest purposes.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Exterior boundaries.—</heading><content style="-uslm-dtd:text">The exterior boundaries of the Forest, including the boundaries of all sites identified for Forest purposes, shall be delineated on an official map. The map Public shall be available for public inspection in the office of the Administrator of the Division of Forestry and Wildlife of the Department of Land and Natural Resources of the State. The Governor and the Secretary may from time to time, by mutual agreement, amend the official map to modify the boundaries of the Forest.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s606/d" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Authorities of the Secretary.—</heading>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">To carry out the purposes of this section, the Secretary is authorized—</chapeau>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s606/d/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to administer the Forest in cooperation with the Governor and affected State agencies;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s606/d/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">to make grants and enter into contracts and cooperative agreements with the Federal Government, the government of the State, local governments, corporations, nonprofit organizations and individuals;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s606/d/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">to exercise existing authority with respect to cooperative forestry and research for Forest purposes; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/101/513/tVI/s606/d/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><chapeau style="-uslm-dtd:text">to issue necessary rules and regulations or apply existing rules and regulations applicable to areas administered by the Forest Service that are necessary or desirable to administer the Forest—</chapeau>
                            <clause identifier="/us/sComp/101/513/tVI/s606/d/1/D/i" style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">for the purposes described in subsection (b);</content>
                            </clause>
                            <clause identifier="/us/sComp/101/513/tVI/s606/d/1/D/ii" style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">to protect persons within the Forest; and</content>
                            </clause>
                            <clause identifier="/us/sComp/101/513/tVI/s606/d/1/D/iii" style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">to preserve and protect the resources in the Forest.</content>
                            </clause>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Land acquisition.—</heading><content style="-uslm-dtd:text">The authority in section 4 of the Forest and Rangeland Renewable Resources Research Act of 1978 (16 U.S.C. 1643) shall be available to the Secretary to carry out this section.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/101/513/tVI/s606/d/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Statutory construction.—</heading><content style="-uslm-dtd:text">Nothing in this section is intended to affect the jurisdiction of the State, both civil and criminal, over any person within the Forest by reason of the establishment of the Forest under this section, except in the case of a penalty for an offense against the United States.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s607" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="607">SEC. 607. </num><heading style="-uslm-dtd:header">ANNUAL REPORT ON INSTITUTES OF TROPICAL FORESTRY. </heading>
                <content class="block" style="-uslm-dtd:text">The Secretary shall make annual reports to Congress on the progress, needs, and long-range plans of the Institutes of Tropical Forestry in meeting the requirements of section 2407 of the Global Climate Change Prevention Act of 1990 (7 U.S.C. 6706). Such reports shall be submitted by the Secretary pursuant to section 8(c) of the Forest and Rangeland Renewable Resources Planning Act of 1974 (16 U.S.C. 1606(c)).</content>
            </section>
            <section identifier="/us/sComp/101/513/tVI/s608" role="definitions" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="608">SEC. 608. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4503d">16 U.S.C. 4503d</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
                <chapeau class="block" style="-uslm-dtd:text">As used in this title (unless the context otherwise requires):</chapeau>
                <paragraph identifier="/us/sComp/101/513/tVI/s608/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Institutes of tropical forestry.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Institutes of Tropical Forestry</term>” means the Institute of Tropical Forestry in Puerto Rico and the Institute of Pacific Islands Forestry established under section 2407 of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 6706).</content>
                </paragraph>
                <paragraph identifier="/us/sComp/101/513/tVI/s608/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Secretary</term>” means the Secretary of Agriculture.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/101/513/tVI/s608/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">State.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">State</term>” means each of the 50 States, Guam, American Samoa, the Republic of Palau (until the Compact of Free Association enters into effect), Puerto Rico, the Virgin Islands, and the Commonwealth of the Northern Mariana Islands.</content>
                </paragraph>

                <num style="-uslm-dtd:enum" value="609">SEC. 609. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s4504">16 U.S.C. 4504</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ADMINISTRATIVE PROVISIONS. </heading>
                <subsection identifier="/us/sComp/101/513/tVI/s609/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Coordination of Activities.—</heading><content style="-uslm-dtd:text">The Secretary shall coordinate all activities outside of the United States under this title with other Federal officials, departments, agencies, and international organizations, as the President may require.</content>
                </subsection>
                <subsection identifier="/us/sComp/101/513/tVI/s609/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Assistance.—</heading><content style="-uslm-dtd:text">The Secretary may provide assistance, as determined appropriate by the Secretary to carry out this title, including technical and financial assistance, equipment, and facilities without reimbursement.</content>
                </subsection>
