    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To direct the Secretary of the Interior to convey certain Federal land in Arizona to La Paz County, Arizona, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/119/68/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">La Paz County Solar Energy and Job Creation Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/119/68/s2" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/119/68/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">County.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">County</term>” means La Paz County, Arizona.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/68/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Federal land.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Federal land</term>” means the approximately 3,400 acres of land managed by the Bureau of Land Management and designated as “Federal Land to be Conveyed” on the map.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/68/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Map.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">map</term>” means the map prepared by the Bureau of Land Management entitled “BLM Arizona—La Paz County Land Conveyance Map” and dated June 29, 2023.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/119/68/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">CONVEYANCE TO LA PAZ COUNTY, ARIZONA. </heading>
            <subsection identifier="/us/sComp/119/68/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Notwithstanding the planning requirement of sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1712, 1713) and in accordance with this section and other applicable law, as soon as practicable after receiving a request from the County to convey the Federal land, the Secretary shall convey the Federal land to the County.</content>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Restrictions on Conveyance.—</heading>
                <paragraph identifier="/us/sComp/119/68/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The conveyance under subsection (a) shall be subject to—</chapeau>
                    <subparagraph identifier="/us/sComp/119/68/s3/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">valid existing rights; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/68/s3/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">such terms and conditions as the Secretary determines to be necessary.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Exclusion.—</heading><content style="-uslm-dtd:text">The Secretary shall exclude from the conveyance under subsection (a) any Federal land that contains significant cultural, environmental, wildlife, or recreational resources.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Payment of Fair Market Value.—</heading><chapeau style="-uslm-dtd:text">The conveyance under subsection (a) shall be for the fair market value of the Federal land to be conveyed, as determined—</chapeau>
                <paragraph identifier="/us/sComp/119/68/s3/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in accordance with the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et seq.); and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">based on an appraisal that is conducted in accordance with—</chapeau>
                    <subparagraph identifier="/us/sComp/119/68/s3/c/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the Uniform Appraisal Standards for Federal Land Acquisitions; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/68/s3/c/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the Uniform Standards of Professional Appraisal Practice.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Protection of Tribal Cultural Artifacts.—</heading><chapeau style="-uslm-dtd:text">As a condition of the conveyance under subsection (a), the County shall, and as a condition of any subsequent conveyance, any subsequent owner shall—</chapeau>
                <paragraph identifier="/us/sComp/119/68/s3/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">make good faith efforts to avoid disturbing Tribal artifacts;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">minimize impacts on Tribal artifacts if they are disturbed;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/d/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">coordinate with the Colorado River Indian Tribes Tribal Historic Preservation Office to identify artifacts of cultural and historic significance; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/d/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">allow Tribal representatives to rebury unearthed artifacts at or near where they were discovered.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Availability of Map.—</heading>
                <paragraph identifier="/us/sComp/119/68/s3/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The map shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Corrections.—</heading><chapeau style="-uslm-dtd:text">The Secretary and the County may, by mutual agreement—</chapeau>
                    <subparagraph identifier="/us/sComp/119/68/s3/e/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">make minor boundary adjustments to the Federal land to be conveyed under subsection (a); and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/119/68/s3/e/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">correct any minor errors in the map, an acreage estimate, or the description of the Federal land.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/f" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Withdrawal.—</heading><content style="-uslm-dtd:text">The Federal land is withdrawn from the operation of the mining and mineral leasing laws of the United States.</content>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/g" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="g">(g) </num><heading style="-uslm-dtd:header">Costs.—</heading><chapeau style="-uslm-dtd:text">As a condition of the conveyance of the Federal land under subsection (a), the County shall pay—</chapeau>
                <paragraph identifier="/us/sComp/119/68/s3/g/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">an amount equal to the appraised value determined in accordance with subsection (c)(2); and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/g/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">all costs related to the conveyance, including all surveys, appraisals, and other administrative costs associated with the conveyance of the Federal land to the County under subsection (a).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/119/68/s3/h" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="h">(h) </num><heading style="-uslm-dtd:header">Proceeds From the Sale of Land.—</heading><chapeau style="-uslm-dtd:text">The proceeds from the sale of land under this section shall be—</chapeau>
                <paragraph identifier="/us/sComp/119/68/s3/h/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">deposited in the Federal Land Disposal Account established by section 206(a) of the Federal Land Transaction Facilitation Act (43 U.S.C. 2305(a)); and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/68/s3/h/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">used in accordance with that Act (43 U.S.C. 2301 et seq.).</content>
                </paragraph>
            </subsection>
        </section>
