                <content class="block" style="-uslm-dtd:text">Section 317L(d) of the Public Health Service Act (42 U.S.C. 247b-13(d)) is amended by striking “<quotedText style="-uslm-dtd:quote">such sums as may be necessary for each of the fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$4,250,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>

                <content class="block" style="-uslm-dtd:text">Section 317N(d) of the Public Health Service Act (42 U.S.C. 247b-15(d)) is amended by striking “<quotedText style="-uslm-dtd:quote">fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">fiscal years 2026 through 2030</quotedText>”.</content>

                        <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (a)(2)—</chapeau>

                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Additional Grants.—</heading><chapeau style="-uslm-dtd:text">Section 392A(a)(3) of the Public Health Service Act (42 U.S.C. 280b-1(a)(3)) is amended—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s103/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in the matter preceding subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">and Indian Tribes—</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">and Indian Tribes for the following purposes:</quotedText>”;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s103/b/2" style="-uslm-dtd:paragraph" styleType="OLC">

Such projects may include the use of innovative, evidence-based strategies for detecting such patterns, such as wastewater surveillance, if proven to support actionable 
prevention strategies, in a manner consistent with applicable Federal and State privacy laws.”</content>
                        </subparagraph></quotedContent>; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s103/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in subparagraph (B), by striking “<quotedText style="-uslm-dtd:quote">for any</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">For any</quotedText>”.</content>
                    </paragraph>
                </subsection>

                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">Section 392A(e) of the Public Health Service Act (42 U.S.C. 280b-1(e)) is amended by striking “<quotedText style="-uslm-dtd:quote">$496,000,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$505,579,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tI/s104" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="104">SEC. 104. </num><heading style="-uslm-dtd:header">SUPPORT FOR INDIVIDUALS AND FAMILIES IMPACTED BY FETAL ALCOHOL SPECTRUM DISORDER. </heading>
                <subsection identifier="/us/sComp/119/44/tI/s104/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Part O of title III of the Public Health Service Act (42 U.S.C. 280f et seq.) is amended to read as follows:<quotedContent style="-uslm-dtd:quoted-block">
                    <part style="-uslm-dtd:part">
                        <num style="-uslm-dtd:enum" value="O">“PART O—</num><heading style="-uslm-dtd:header">FETAL ALCOHOL SPECTRUM DISORDER PREVENTION AND SERVICES PROGRAM </heading>
                        <section style="-uslm-dtd:section" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="399H">“SEC. 399H. </num><heading style="-uslm-dtd:header">FETAL ALCOHOL SPECTRUM DISORDERS PREVENTION, INTERVENTION, AND SERVICES DELIVERY PROGRAM </heading>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="a">“(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall establish or continue activities to support a comprehensive fetal alcohol spectrum disorders (referred to in this section as ‘FASD’) education, prevention, identification, intervention, and services delivery program, which may include—</chapeau>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="1">“(1) </num><chapeau style="-uslm-dtd:text">an education and public awareness program to support, conduct, and evaluate the effectiveness of—</chapeau>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">educational programs targeting health professions schools, social and other supportive services, educators and counselors and other service providers in all phases of childhood development, and other relevant service providers, concerning the prevention, identification, and provision of services for infants, children, adolescents, and adults with FASD;</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">strategies to educate school-age children, including pregnant and high-risk youth, concerning FASD;</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">public and community awareness programs concerning FASD; and</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="D">“(D) </num><content style="-uslm-dtd:text">strategies to coordinate information and services across affected community agencies, including agencies providing social services such as foster care, adoption, and social work, agencies providing health services, and agencies involved in education, vocational training, and civil and criminal justice;</content>
                                    </subparagraph>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="2">“(2) </num><chapeau style="-uslm-dtd:text">supporting and conducting research on FASD, as appropriate, including to—</chapeau>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">develop appropriate medical diagnostic methods for identifying FASD; and</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">develop effective culturally and linguistically appropriate evidence-based or evidence-informed interventions and appropriate supports for preventing prenatal alcohol exposure, which may co-occur with exposure to other substances;</content>
                                    </subparagraph>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="3">“(3) </num><chapeau style="-uslm-dtd:text">building State and Tribal capacity for the identification, treatment, and support of individuals with FASD and their families, which may include—</chapeau>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">utilizing and adapting existing Federal, State, or Tribal programs to include FASD identification and FASD-informed support;</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">developing and expanding screening and diagnostic capacity for FASD;</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">developing, implementing, and evaluating targeted FASD-informed intervention programs for FASD;</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="D">“(D) </num><content style="-uslm-dtd:text">providing training with respect to FASD for professionals across relevant sectors; and</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="E">“(E) </num><content style="-uslm-dtd:text">disseminating information about FASD and support services to affected individuals and their families; and</content>
                                    </subparagraph>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="4">“(4) </num><content style="-uslm-dtd:text">an applied research program concerning intervention and prevention to support and conduct service demonstration projects, clinical studies and other research models providing advocacy, educational and vocational training, counseling, medical and mental health, and other supportive services, as well as models that integrate and coordinate such services, that are aimed at the unique challenges facing individuals with fetal alcohol spectrum disorder or fetal alcohol effect and their families.</content>
                                </paragraph>
                            </subsection>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="b">“(b) </num><heading style="-uslm-dtd:header">Grants and Technical Assistance.—</heading>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="1">“(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary may award grants, cooperative agreements and contracts and provide technical assistance to eligible entities to carry out subsection (a).</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="2">“(2) </num><heading style="-uslm-dtd:header">Eligible entities.—</heading><chapeau style="-uslm-dtd:text">To be eligible to receive a grant, or enter into a cooperative agreement or contract, under this section, an entity shall—</chapeau>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">be a State, Indian Tribe or Tribal organization, local government, scientific or academic institution, or nonprofit organization; and</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including a description of the activities that the entity intends to carry out using amounts received under this section.</content>
                                    </subparagraph>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="3">“(3) </num><heading style="-uslm-dtd:header">Additional application contents.—</heading><chapeau style="-uslm-dtd:text">The Secretary may require that an eligible entity include in the application submitted under paragraph (2)(B)—</chapeau>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">a designation of an individual to serve as a FASD State or Tribal coordinator of activities such eligible entity proposes to carry out through a grant, cooperative agreement, or contract under this section; and</content>
                                    </subparagraph>
                                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">a description of an advisory committee the entity will establish to provide guidance for the entity on developing and implementing a statewide or Tribal strategic plan to prevent FASD and provide for the identification, treatment, and support of individuals with FASD and their families.</content>
                                    </subparagraph>
                                </paragraph>
                            </subsection>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="c">“(c) </num><heading style="-uslm-dtd:header">Definition of FASD-Informed.—</heading><content style="-uslm-dtd:text">For purposes of this section, the term ‘<quotedText style="-uslm-dtd:quote">FASD-informed</quotedText>’, with respect to support or an intervention program, means that such support or intervention program uses culturally and linguistically informed evidence-based or practice-based interventions and appropriate resources to support an 
improved quality of life for an individual with FASD and the family of such individual.</content>
                            </subsection>
                        </section>
                        <section style="-uslm-dtd:section" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="399I">“SEC. 399I. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s280f-1">42 U.S.C. 280f-1</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">STRENGTHENING CAPACITY AND EDUCATION FOR FETAL ALCOHOL SPECTRUM DISORDERS </heading>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="a">“(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Secretary shall award grants, contracts, or cooperative agreements, as the Secretary determines appropriate, to public or nonprofit private entities with demonstrated expertise in the field of fetal alcohol spectrum disorders (referred to in this section as ‘FASD’). Such awards shall be for the purposes of building local, Tribal, State, and nationwide capacities to prevent the occurrence of FASD by carrying out the programs described in subsection (b).</content>
                            </subsection>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="b">“(b) </num><heading style="-uslm-dtd:header">Programs.—</heading><chapeau style="-uslm-dtd:text">An entity receiving an award under subsection (a) may use such award for the following purposes:</chapeau>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">Developing and supporting public education and outreach activities to raise public awareness of the risks associated with alcohol consumption during pregnancy.</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">Acting as a clearinghouse for evidence-based resources on FASD prevention, identification, and culturally and linguistically appropriate best practices to help inform systems of care for individuals with FASD across their lifespan.</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="3">“(3) </num><content style="-uslm-dtd:text">Increasing awareness and understanding of efficacious, evidence-based screening tools and culturally and linguistically appropriate evidence-based intervention services and best practices, which may include improving the capacity for State, Tribal, and local affiliates.</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="4">“(4) </num><content style="-uslm-dtd:text">Providing technical assistance to recipients of grants, cooperative agreements, or contracts under section 399H, as appropriate.</content>
                                </paragraph>
                            </subsection>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="c">“(c) </num><heading style="-uslm-dtd:header">Application.—</heading><content style="-uslm-dtd:text">To be eligible for a grant, contract, or cooperative agreement under this section, an entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</content>
                            </subsection>
                            <subsection style="-uslm-dtd:subsection" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="d">“(d) </num><heading style="-uslm-dtd:header">Subcontracting.—</heading><chapeau style="-uslm-dtd:text">A public or private nonprofit entity may carry out the following activities required under this section through contracts or cooperative agreements with other public and private nonprofit entities with demonstrated expertise in FASD:</chapeau>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">Resource development and dissemination.</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">Intervention services.</content>
                                </paragraph>
                                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="3">“(3) </num><content style="-uslm-dtd:text">Training and technical assistance.</content>
                                </paragraph>
                            </subsection>
                        </section>
                        <section style="-uslm-dtd:section" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="399J">“SEC. 399J. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s280f-2">42 U.S.C. 280f-2</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS </heading>
                            <content class="block" style="-uslm-dtd:text">“There are authorized to be appropriated to carry out this part $12,500,000 for each of fiscal years 2026 through 2030.”</content>
                        </section>

                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s104/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s280f">42 U.S.C. 280f note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Report.—</heading><chapeau style="-uslm-dtd:text">Not later than 4 years after the date of enactment of this Act, and every year thereafter, the Secretary of Health and Human Services shall prepare and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report containing—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s104/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">a review of the activities carried out pursuant to sections 399H and 399I of the Public Health Service Act, as amended, to advance public education and awareness of fetal alcohol spectrum disorders (referred to in this section as “FASD”);</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s104/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">a description of—</chapeau>
                        <subparagraph identifier="/us/sComp/119/44/tI/s104/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the activities carried out pursuant to such sections 399H and 399I to identify, prevent, and treat FASD; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/119/44/tI/s104/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">methods used to evaluate the outcomes of such activities; and</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s104/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">an assessment of activities carried out pursuant to such sections 399H and 399I to support individuals with FASD.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tI/s105" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="105">SEC. 105. </num><heading style="-uslm-dtd:header">PROMOTING STATE CHOICE IN PDMP SYSTEMS. </heading>
                <content class="block" style="-uslm-dtd:text">Section 399O(h) of the Public Health Service Act (42 U.S.C. 280g-3(h)) is amended by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">“(5) </num><heading style="-uslm-dtd:header">Promoting state choice.—</heading><content style="-uslm-dtd:text">Nothing in this section shall be construed to authorize the Secretary to require States to use a specific vendor or a specific interoperability connection other than to align with nationally recognized, consensus-based open standards, such as in accordance with sections 3001 and 3004.”</content>
                </paragraph></quotedContent>.</content>
            </section>

                <num style="-uslm-dtd:enum" value="106">SEC. 106. </num><heading style="-uslm-dtd:header">FIRST RESPONDER TRAINING PROGRAM. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 546 of the Public Health Service Act (42 U.S.C. 290ee-1) is amended—</chapeau>

                <subsection identifier="/us/sComp/119/44/tI/s107/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Technical Amendment.—</heading><chapeau style="-uslm-dtd:text">The second part G of title V of the Public Health Service Act (42 U.S.C. 290kk et seq.), as added by section 144 of the Community Renewal Tax Relief Act of 2000 (Public Law 106-554), is amended—</chapeau>

                                <num style="-uslm-dtd:enum" value="2">“(2) </num><heading style="-uslm-dtd:header">NCTSI grantees.—</heading><content style="-uslm-dtd:text">NCTSI grantees shall, as appropriate, collaborate with other such grantees, the NCTSI coordinating center, and the Secretary in carrying out subsections (a)(2) and (d)(2).”</content>

                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s107/b/6" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">by amending subsection (h) to read as follows:<quotedContent style="-uslm-dtd:quoted-block">
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="h">“(h) </num><heading style="-uslm-dtd:header">Application and Evaluation.—</heading><chapeau style="-uslm-dtd:text">To be eligible to receive a grant, contract, or cooperative agreement under subsection (a), a public or nonprofit private entity or an Indian Tribe or Tribal organization shall submit to the Secretary an application at such time, in such manner, and containing such information and assurances as the Secretary may require, including—</chapeau>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">a plan for the evaluation of the activities funded under the grant, contract, or agreement, including both process and outcomes evaluation, and the submission of an evaluation at the end of the project period; and</content>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">a description of how such entity, Indian Tribe, or Tribal organization will support efforts led by the Secretary or the NCTSI coordinating center, as applicable, to evaluate activities carried out under this section.”</content>
                            </paragraph>
                        </subsection></quotedContent>; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s107/b/7" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">by amending subsection (j) to read as follows:<quotedContent style="-uslm-dtd:quoted-block">
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="j">“(j) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><chapeau style="-uslm-dtd:text">There is authorized to be appropriated to carry out this section—</chapeau>

                            </paragraph>

                                <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">$98,887,000 for fiscal year 2027;</content>
                            </paragraph>

                                <num style="-uslm-dtd:enum" value="3">“(3) </num><content style="-uslm-dtd:text">$98,887,000 for fiscal year 2028;</content>
                            </paragraph>

                <num style="-uslm-dtd:enum" value="108">SEC. 108. </num><heading style="-uslm-dtd:header">PROTECTING SUICIDE PREVENTION LIFELINE FROM CYBERSECURITY INCIDENTS. </heading>
                <subsection identifier="/us/sComp/119/44/tI/s108/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">National Suicide Prevention Lifeline Program.—</heading><chapeau style="-uslm-dtd:text">Section 520E-3(b) of the Public Health Service Act (42 U.S.C. 290bb-36c(b)) is amended—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in paragraph (4), by striking “<quotedText style="-uslm-dtd:quote">and</quotedText>” at the end;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in paragraph (5), by striking the period at the end and inserting “<quotedText style="-uslm-dtd:quote">; and</quotedText>”; and</content>

                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s108/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Reporting.—</heading><chapeau style="-uslm-dtd:text">Section 520E-3 of the Public Health Service Act (42 U.S.C. 290bb-36c) is amended—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by redesignating subsection (f) as subsection (g); and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by inserting after subsection (e) the following:<quotedContent style="-uslm-dtd:quoted-block">
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="f">“(f) </num><heading style="-uslm-dtd:header">Cybersecurity Reporting.—</heading>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="1">“(1) </num><heading style="-uslm-dtd:header">Notification.—</heading>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The program’s network administrator receiving Federal funding pursuant to subsection (a) shall report to the Assistant Secretary, in a manner that protects personal privacy, consistent with applicable Federal and State privacy laws—</chapeau>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><content style="-uslm-dtd:text">any identified cybersecurity vulnerabilities to the program within a reasonable amount of time after identification of such a vulnerability; and</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><content style="-uslm-dtd:text">any identified cybersecurity incidents to the program within a reasonable amount of time after identification of such incident.</content>
                                    </clause>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><heading style="-uslm-dtd:header">Local and regional crisis centers.—</heading><chapeau style="-uslm-dtd:text">Local and regional crisis centers participating in the program shall report to the program’s network administrator identified under subparagraph (A), in a manner that protects personal privacy, consistent with applicable Federal and State privacy laws—</chapeau>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><content style="-uslm-dtd:text">any identified cybersecurity vulnerabilities to the program within a reasonable amount of time after identification of such vulnerability; and</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><content style="-uslm-dtd:text">any identified cybersecurity incidents to the program within a reasonable amount of time after identification of such incident.</content>
                                    </clause>
                                </subparagraph>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="2">“(2) </num><heading style="-uslm-dtd:header">Notification.—</heading><content style="-uslm-dtd:text">If the program’s network administrator receiving funding pursuant to subsection (a) discovers, or is informed by a local or regional crisis center pursuant to paragraph (1)(B) of, a cybersecurity vulnerability or incident, within a reasonable amount of time after such discovery or receipt of information, such entity shall report the vulnerability or incident to the Assistant Secretary.</content>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="3">“(3) </num><heading style="-uslm-dtd:header">Clarification.—</heading>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><heading style="-uslm-dtd:header">Oversight.—</heading>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><heading style="-uslm-dtd:header">Local and regional crisis centers.—</heading><content style="-uslm-dtd:text">Except as provided in clause (ii), local and regional crisis centers participating in the program shall oversee all technology each center employs in the provision of services as a participant in the program.</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><heading style="-uslm-dtd:header">Network administrator.—</heading><content style="-uslm-dtd:text">The program’s network administrator receiving Federal funding pursuant to subsection (a) shall oversee the technology each crisis center employs in the provision of services as a participant in the program if such oversight responsibilities are established in the applicable network participation agreement.</content>
                                    </clause>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><heading style="-uslm-dtd:header">Supplement, not supplant.—</heading><content style="-uslm-dtd:text">The cybersecurity incident reporting requirements under this subsection shall supplement, and not supplant, cybersecurity incident reporting requirements under other provisions of applicable Federal law that are in effect on the date of the enactment of the SUPPORT for Patients and Communities Reauthorization Act of 2025.”</content>
                                </subparagraph>
                            </paragraph>
                        </subsection></quotedContent>.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s108/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Study.—</heading><chapeau style="-uslm-dtd:text">Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">conduct and complete a study that evaluates cybersecurity risks and vulnerabilities associated with the 9-8-8 National Suicide Prevention Lifeline; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s108/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">submit a report on the findings of such study to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tI/s109" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="109">SEC. 109. </num><heading style="-uslm-dtd:header">MONITORING AND REPORTING OF CHILD, YOUTH, AND ADULT TRAUMA. </heading>
                <content class="block" style="-uslm-dtd:text">Section 7131(e) of the SUPPORT for Patients and Communities Act (42 U.S.C. 242t(e)) is amended by striking “<quotedText style="-uslm-dtd:quote">$2,000,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$9,000,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
            </section>
            <section identifier="/us/sComp/119/44/tI/s110" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="110">SEC. 110. </num><heading style="-uslm-dtd:header">BRUCE’S LAW. </heading>
                <subsection identifier="/us/sComp/119/44/tI/s110/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Youth Prevention and Recovery.—</heading><chapeau style="-uslm-dtd:text">Section 7102(c) of the SUPPORT for Patients and Communities Act (42 U.S.C. 290bb-7a(c)) is amended—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s110/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in paragraph (3)(A)(i), by inserting “<quotedText style="-uslm-dtd:quote">, which may include strategies to increase education and awareness of the potency and dangers of synthetic opioids (including drugs contaminated with fentanyl) and, as appropriate, other emerging drug use or misuse issues</quotedText>” before the semicolon; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s110/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in paragraph (4)(A), by inserting “<quotedText style="-uslm-dtd:quote">and strategies to increase education and awareness of the potency and dangers of synthetic opioids (including drugs contaminated with fentanyl) and, as appropriate, emerging drug use or misuse issues</quotedText>” before the semicolon.</content>

                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s110/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Interdepartmental Substance Use Disorders Coordinating Committee.—</heading><chapeau style="-uslm-dtd:text">Section 7022 of the SUPPORT for Patients and Communities Act (42 U.S.C. 290aa note) is amended—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s110/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking subsection (g) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="g">“(g) </num><heading style="-uslm-dtd:header">Working Groups.—</heading>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="1">“(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Committee may establish working groups for purposes of carrying out the duties described in subsection (e). Any such working group shall be composed of members of the Committee (or the designees of such members) and may hold such meetings as are necessary to carry out the duties delegated to the working group.</content>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="2">“(2) </num><heading style="-uslm-dtd:header">Additional federal interagency work group on fentanyl contamination of illegal drugs.—</heading>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><heading style="-uslm-dtd:header">Establishment.—</heading><content style="-uslm-dtd:text">The Secretary, acting through the Committee, shall establish a Federal Interagency Work Group on Fentanyl Contamination of Illegal Drugs (referred to in this paragraph as the ‘Work Group’) consisting of representatives from relevant Federal departments and agencies on the Committee.</content>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><heading style="-uslm-dtd:header">Consultation.—</heading><chapeau style="-uslm-dtd:text">The Work Group shall consult with relevant stakeholders and subject matter experts, including—</chapeau>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><content style="-uslm-dtd:text">State, Tribal, and local subject matter experts in reducing, preventing, and responding to drug overdose caused by fentanyl contamination of illicit drugs; and</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><content style="-uslm-dtd:text">family members of both adults and youth who have overdosed by fentanyl contaminated illicit drugs.</content>
                                    </clause>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="C">“(C) </num><heading style="-uslm-dtd:header">Duties.—</heading><chapeau style="-uslm-dtd:text">The Work Group shall—</chapeau>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><content style="-uslm-dtd:text">examine Federal efforts to reduce and prevent drug overdose by fentanyl-contaminated illicit drugs;</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><content style="-uslm-dtd:text">identify strategies to improve State, Tribal, and local responses to overdose by fentanyl-contaminated illicit drugs;</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="iii">“(iii) </num><content style="-uslm-dtd:text">coordinate with the Secretary, as appropriate, in carrying out activities to raise public awareness of synthetic opioids and other emerging drug use and misuse issues;</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="iv">“(iv) </num><content style="-uslm-dtd:text">make recommendations to Congress for improving Federal programs, including with respect to the coordination of efforts across such programs; and</content>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="v">“(v) </num><content style="-uslm-dtd:text">make recommendations for educating youth on the potency and dangers of drugs contaminated by fentanyl.</content>
                                    </clause>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="D">“(D) </num><heading style="-uslm-dtd:header">Annual report to secretary.—</heading><content style="-uslm-dtd:text">The Work Group shall annually prepare and submit to the Secretary, the Committee on Health, Education, Labor, and Pensions of the Senate, and the Committee on Energy and Commerce and the Committee on Education and Workforce of the House of Representatives, a report on the activities carried out by the Work Group under subparagraph (C), including recommendations to reduce and prevent drug overdose by fentanyl contamination of illegal drugs, in all populations, and specifically among youth at risk for substance misuse.”</content>
                                </subparagraph>
                            </paragraph>
                        </subsection></quotedContent>; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s110/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by striking subsection (i) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                        <clause style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">“(i) </num><heading style="-uslm-dtd:header">Sunset.—</heading><content style="-uslm-dtd:text">The Committee shall terminate on September 30, 2030.”</content>

                <num style="-uslm-dtd:enum" value="111">SEC. 111. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t21/s822a">21 U.S.C. 822a note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">GUIDANCE ON AT-HOME DRUG DISPOSAL SYSTEMS. </heading>
                <subsection identifier="/us/sComp/119/44/tI/s111/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Not later than one year after the date of enactment of this Act, the Secretary of Health and Human Services, in consultation with the Administrator of the Drug Enforcement Administration, shall publish guidance to facilitate the use of at-home safe disposal systems for applicable drugs.</content>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s111/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Contents.—</heading><chapeau style="-uslm-dtd:text">The guidance under subsection (a) shall include—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s111/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">recommended standards for effective at-home drug disposal systems to meet applicable requirements enforced by the Food and Drug Administration;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s111/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">recommended information to include as instructions for use to disseminate with at-home drug disposal systems;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s111/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">best practices and educational tools to support the use of an at-home drug disposal system, as appropriate; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s111/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">recommended use of licensed health providers for the dissemination of education, instruction, and at-home drug disposal systems, as appropriate.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tI/s112" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="112">SEC. 112. </num><heading style="-uslm-dtd:header">ASSESSMENT OF OPIOID DRUGS AND ACTIONS. </heading>
                <subsection identifier="/us/sComp/119/44/tI/s112/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">Not later than one year after the date of enactment of this Act, the Secretary of Health and Human Services (referred to in this section as the “Secretary”) shall publish on the website of the Food and Drug Administration (referred to in this section as the “FDA”) a report that outlines a plan for assessing opioid analgesic drugs that are approved under section 505 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 355) that addresses the public health effects of such opioid analgesic drugs as part of the benefit-risk assessment and the activities of the FDA that relate to facilitating the development of nonaddictive medical products intended to treat pain or addiction. Such report shall include—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tI/s112/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">an update on the actions taken by the FDA to consider the effectiveness, safety, benefit-risk profile, and use of approved opioid analgesic drugs;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s112/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">a timeline for an assessment of the potential need, as appropriate, for labeling changes, revised or additional postmarketing requirements, enforcement actions, or withdrawals for opioid analgesic drugs;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s112/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">an overview of the steps that the FDA has taken to support the development and approval of nonaddictive medical products intended to treat pain or addiction, and actions planned to further support the development and approval of such products; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tI/s112/a/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">an overview of the consideration by the FDA of clinical trial methodologies for analgesic drugs, including the enriched enrollment randomized withdrawal methodology, and the benefits and drawbacks associated with different trial methodologies for such drugs, incorporating any public input received under subsection (b).</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tI/s112/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Public Input.—</heading><content style="-uslm-dtd:text">In carrying out subsection (a), the Secretary shall provide an opportunity for public input concerning the regulation by the FDA of opioid analgesic drugs, including scientific evidence that relates to conditions of use, safety, or benefit-risk assessment (including consideration of the public health effects) of such opioid analgesic drugs.</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tI/s113" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="113">SEC. 113. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s290ee-3a">42 U.S.C. 290ee-3a note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">GRANT PROGRAM FOR STATE AND TRIBAL RESPONSE TO OPIOID USE DISORDERS. </heading>
                <content class="block" style="-uslm-dtd:text">The activities carried out pursuant to section 1003(b)(4)(A) of the 21st Century Cures Act (42 U.S.C. 290ee-3a(b)(4)(A)) may include facilitating access to products used to prevent overdose deaths by detecting the presence of one or more substances, such as fentanyl and xylazine test strips, to the extent the purchase and possession of such products is consistent with Federal and State law.</content>
            </section>
        </title>
        <title identifier="/us/sComp/119/44/tII" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="II">TITLE II—</num><heading style="-uslm-dtd:header">TREATMENT </heading>
            <section identifier="/us/sComp/119/44/tII/s201" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="201">SEC. 201. </num><heading style="-uslm-dtd:header">RESIDENTIAL TREATMENT PROGRAM FOR PREGNANT AND POSTPARTUM WOMEN. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 508 of the Public Health Service Act (42 U.S.C. 290bb-1) is amended—</chapeau>
                <paragraph identifier="/us/sComp/119/44/tII/s201/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in subsection (d)(11)(C), by striking “<quotedText style="-uslm-dtd:quote">providing health services</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">providing health care services</quotedText>”;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tII/s201/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in subsection (g)—</chapeau>

                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by adding at the end the following: “<quotedText style="-uslm-dtd:quote">Such plan may include a description of how such applicant will target outreach to women disproportionately impacted by maternal substance use disorder.</quotedText>”; and</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tII/s201/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in subsection (s), by striking “<quotedText style="-uslm-dtd:quote">$29,931,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$38,931,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
                </paragraph>

                <num style="-uslm-dtd:enum" value="202">SEC. 202. </num><heading style="-uslm-dtd:header">IMPROVING ACCESS TO ADDICTION MEDICINE PROVIDERS. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 597 of the Public Health Service Act (42 U.S.C. 290ll) is amended—</chapeau>
                <paragraph identifier="/us/sComp/119/44/tII/s202/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in subsection (a)(1), by inserting “<quotedText style="-uslm-dtd:quote">diagnosis,</quotedText>” after “<quotedText style="-uslm-dtd:quote">related to</quotedText>”; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tII/s202/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in subsection (b), by inserting “<quotedText style="-uslm-dtd:quote">addiction medicine,</quotedText>” after “<quotedText style="-uslm-dtd:quote">psychiatry,</quotedText>”.</content>

                <num style="-uslm-dtd:enum" value="203">SEC. 203. </num><heading style="-uslm-dtd:header">MENTAL AND BEHAVIORAL HEALTH EDUCATION AND TRAINING GRANTS. </heading>
                <content class="block" style="-uslm-dtd:text">Section 756(f) of the Public Health Service Act (42 U.S.C. 294e-1(f)) is amended by striking “<quotedText style="-uslm-dtd:quote">fiscal years 2023 through 2027</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">fiscal years 2026 through 2030</quotedText>”.</content>
            </section>
            <section identifier="/us/sComp/119/44/tII/s204" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="204">SEC. 204. </num><heading style="-uslm-dtd:header">LOAN REPAYMENT PROGRAM FOR SUBSTANCE USE DISORDER TREATMENT WORKFORCE. </heading>
                <content class="block" style="-uslm-dtd:text">Section 781(j) of the Public Health Service Act (42 U.S.C. 295h(j)) is amended by striking “<quotedText style="-uslm-dtd:quote">$25,000,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$40,000,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
            </section>
            <section identifier="/us/sComp/119/44/tII/s205" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="205">SEC. 205. </num><heading style="-uslm-dtd:header">DEVELOPMENT AND DISSEMINATION OF MODEL TRAINING PROGRAMS FOR SUBSTANCE USE DISORDER PATIENT RECORDS. </heading>
                <content class="block" style="-uslm-dtd:text">Section 7053 of the SUPPORT for Patients and Communities Act (42 U.S.C. 290dd-2 note) is amended by striking subsection (e).</content>
            </section>
            <section identifier="/us/sComp/119/44/tII/s206" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="206">SEC. 206. </num><heading style="-uslm-dtd:header">TASK FORCE ON BEST PRACTICES FOR TRAUMA-INFORMED IDENTIFICATION, REFERRAL, AND SUPPORT. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 7132 of the SUPPORT for Patients and Communities Act (Public Law 115-271; 132 Stat. 4046) is amended—</chapeau>
                <paragraph identifier="/us/sComp/119/44/tII/s206/1" style="-uslm-dtd:paragraph" styleType="OLC">

                <num style="-uslm-dtd:enum" value="208">SEC. 208. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s300x">42 U.S.C. 300x note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">STATE GUIDANCE RELATED TO INDIVIDUALS WITH SERIOUS MENTAL ILLNESS AND CHILDREN WITH SERIOUS EMOTIONAL DISTURBANCE. </heading>
                <subsection identifier="/us/sComp/119/44/tII/s208/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Review of Use of Certain Funding.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of this Act, the Secretary of Health and Human Services (referred to in this section as the “Secretary”), acting through the Assistant Secretary for Mental Health and Substance Use, shall conduct a review of State use of funds made available under the Community Mental Health Services Block Grant program under subpart I of part B of title XIX of the Public Health Service Act (42 U.S.C. 300x et seq.) (referred to in this section as the “block grant program”) for first episode psychosis activities. Such review shall consider the following:</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tII/s208/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">How States use funds for evidence-based treatments and services according to the standard of care for individuals with early serious mental illness and children with a serious emotional disturbance.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s208/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">The percentages of the State funding under the block grant program expended on early serious mental illness and first episode psychosis, and the number of individuals served under such funds.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tII/s208/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Report and Guidance.—</heading>
                    <paragraph identifier="/us/sComp/119/44/tII/s208/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Report.—</heading><chapeau style="-uslm-dtd:text">Not later than 180 days after the completion of the review under subsection (a), the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions and the Committee on Appropriations of the Senate and the Committee on Energy and Commerce and the Committee on Appropriations of the House of Representatives a report describing—</chapeau>
                        <subparagraph identifier="/us/sComp/119/44/tII/s208/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the findings of the review under subsection (a); and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/119/44/tII/s208/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any recommendations for changes to the block grant program that would facilitate improved outcomes for individuals with serious mental illness and children with serious emotional disturbance.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s208/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Guidance.—</heading><content style="-uslm-dtd:text">Not later than 1 year after the date on which the report is submitted under paragraph (1), the Secretary shall update the guidance provided to States under the block grant program on coordinated specialty care and other evidence-based mental health care services for individuals with serious mental illness and children with a serious emotional disturbance, based on the findings and recommendations of such report.</content>
                    </paragraph>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tII/s209" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="209">SEC. 209. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t21/s812">21 U.S.C. 812 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">REVIEWING THE SCHEDULING OF APPROVED PRODUCTS CONTAINING A COMBINATION OF BUPRENORPHINE AND NALOXONE. </heading>
                <subsection identifier="/us/sComp/119/44/tII/s209/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Secretary of HHS.—</heading><chapeau style="-uslm-dtd:text">The Secretary of Health and Human Services shall, consistent with the requirements and procedures set forth in sections 201 and 202 of the Controlled Substances Act (21 U.S.C. 811, 812)—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tII/s209/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">review the relevant data pertaining to the scheduling of products containing a combination of buprenorphine and naloxone that have been approved under section 505 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 355); and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s209/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">if appropriate, request that the Attorney General initiate rulemaking proceedings to revise the schedules accordingly with respect to such products.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tII/s209/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Attorney General.—</heading><content style="-uslm-dtd:text">The Attorney General shall review any request made by the Secretary of Health and Human Services under subsection (a)(2) and determine whether to initiate proceedings to revise the schedules in accordance with the criteria set forth in sections 201 and 202 of the Controlled Substances Act (21 U.S.C. 811, 812).</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/119/44/tII/s210" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="210">SEC. 210. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s290ee">42 U.S.C. 290ee note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">REFERENCES TO OPIOID OVERDOSE REVERSAL AGENTS IN HHS GRANT PROGRAMS. </heading>
                <subsection identifier="/us/sComp/119/44/tII/s210/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Secretary of Health and Human Services shall ensure that, as appropriate, whenever the Department of Health and Human Services issues a regulation or guidance for any grant program addressing opioid misuse and use disorders, any reference to an opioid overdose reversal drug (such as a reference to naloxone) is inclusive of any opioid overdose reversal drug that has been approved under section 505 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 355) for emergency treatment of a known or suspected opioid overdose.</content>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tII/s210/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Existing References.—</heading>
                    <paragraph identifier="/us/sComp/119/44/tII/s210/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Update.—</heading><content style="-uslm-dtd:text">Not later than one year after the date of enactment of this Act, the Secretary of Health and Human Services shall update all references described in paragraph (2) to be inclusive of any opioid overdose reversal drug that has been approved or otherwise authorized for use by the Food and Drug Administration.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s210/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">References.—</heading><chapeau style="-uslm-dtd:text">A reference described in this paragraph is any reference to an opioid overdose reversal drug (such as naloxone) in any regulation or guidance of the Department of Health and Human Services that—</chapeau>
                        <subparagraph identifier="/us/sComp/119/44/tII/s210/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">was issued before the date of enactment of this Act; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/119/44/tII/s210/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">is included in—</chapeau>
                            <clause identifier="/us/sComp/119/44/tII/s210/b/2/B/i" style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">the grant program for State and Tribal response to opioid use disorders under section 1003 of the 21st Century Cures Act (42 U.S.C. 290ee-3 note) (commonly referred to as “State Opioid Response Grants” and “Tribal Opioid Response Grants”); or</content>
                            </clause>

            </section>
            <section identifier="/us/sComp/119/44/tII/s211" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="211">SEC. 211. </num><heading style="-uslm-dtd:header">ROUNDTABLE ON USING HEALTH INFORMATION TECHNOLOGY TO IMPROVE MENTAL HEALTH AND SUBSTANCE USE CARE OUTCOMES. </heading>
                <subsection identifier="/us/sComp/119/44/tII/s211/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Roundtable.—</heading><chapeau style="-uslm-dtd:text">Not later than 180 days after the date of enactment of this Act, the National Coordinator for Health Information Technology shall convene a public roundtable to examine—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">how the expanded use of electronic health records among mental health and substance use service providers can improve outcomes for patients in mental health and substance use settings; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">how best to increase electronic health record adoption among such providers.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tII/s211/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Participants.—</heading><content style="-uslm-dtd:text">The National Coordinator for Health Information Technology shall ensure that the participants in the roundtable under subsection (a) include private and public sector stakeholders, including patients, providers (including providers of inpatient services and providers of outpatient services), and representatives of payors, health information exchanges, professional associations, health information technology vendors, health information technology certification organizations, and State and Federal agencies.</content>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tII/s211/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Report.—</heading><chapeau style="-uslm-dtd:text">Not later than 180 days after the conclusion of the public stakeholder roundtable under subsection (a), the National Coordinator for Health Information Technology shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report outlining information gathered from the roundtable under subsection (a). Such report shall include an examination of—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">recommendations from the roundtable participants;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">unique considerations for using electronic health record systems in mental health and substance use treatment settings;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">unique considerations for developers of health information technology relating to certification of electronic health record systems for use in mental health and substance use treatment settings where the applicable health information technology is not subject to certification requirements;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">current usage of electronic health record systems by mental health and substance use disorder service providers, and the scope and magnitude of such providers that do not use electronic health record systems;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/5" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">examples of how electronic health record systems enable coordinated care and care management;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/6" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">how electronic health record systems advance appropriate patient and provider access to secure, usable electronic information exchange;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/7" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">how electronic health record systems can be connected to or support existing systems, which may include the 9-8-8 National Suicide Prevention Lifeline, mobile crisis response systems, and co-responder programs, to facilitate connectivity, response, and integrated care;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/8" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="8">(8) </num><content style="-uslm-dtd:text">any existing programs to support greater adoption of electronic health record systems among mental health and substance use service providers;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/9" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="9">(9) </num><content style="-uslm-dtd:text">any limitations to greater adoption of electronic health record systems among mental health and substance use service providers;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/10" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="10">(10) </num><content style="-uslm-dtd:text">the costs of adoption of electronic health record systems by mental health and substance use disorder service providers; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tII/s211/c/11" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="11">(11) </num><content style="-uslm-dtd:text">best practices implemented by States and other entities to support adoption of use of electronic health records among mental health and substance use disorder service providers.</content>
                    </paragraph>
                </subsection>
            </section>
        </title>
        <title identifier="/us/sComp/119/44/tIII" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="III">TITLE III—</num><heading style="-uslm-dtd:header">RECOVERY </heading>
            <section identifier="/us/sComp/119/44/tIII/s301" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="301">SEC. 301. </num><heading style="-uslm-dtd:header">BUILDING COMMUNITIES OF RECOVERY. </heading>
                <content class="block" style="-uslm-dtd:text">Section 547(f) of the Public Health Service Act (42 U.S.C. 290ee-2(f)) is amended by striking “<quotedText style="-uslm-dtd:quote">$5,000,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$17,000,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
            </section>
            <section identifier="/us/sComp/119/44/tIII/s302" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="302">SEC. 302. </num><heading style="-uslm-dtd:header">PEER SUPPORT TECHNICAL ASSISTANCE CENTER. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 547A of the Public Health Service Act (42 U.S.C. 290ee-2a) is amended—</chapeau>
                <paragraph identifier="/us/sComp/119/44/tIII/s302/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in subsection (b)(4), by striking “<quotedText style="-uslm-dtd:quote">building; and</quotedText>” and inserting the following:<quotedContent class="inline" style="-uslm-dtd:quoted-block"><chapeau style="-uslm-dtd:text">“building, such as—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">professional development of peer support specialists; and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">making recovery support services available in nonclinical settings; and”</content>
                    </subparagraph></quotedContent>;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tIII/s302/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by redesignating subsections (d) and (e) as subsections (e) and (f), respectively;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tIII/s302/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">by inserting after subsection (c) the following:<quotedContent style="-uslm-dtd:quoted-block">
                    <subsection style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="d">“(d) </num><heading style="-uslm-dtd:header">Regional Centers.—</heading>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">“(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary may establish one regional technical assistance center (referred to in this subsection as the ‘Regional Center’), with existing resources, to assist the Center in carrying out activities described in subsection (b) within the geographic region of such Regional Center in a manner that is tailored to the needs of such region.</content>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="2">“(2) </num><heading style="-uslm-dtd:header">Evaluation.—</heading><chapeau style="-uslm-dtd:text">Not later than 4 years after the date of enactment of the SUPPORT for Patients and Communities Reauthorization Act of 2025, the Secretary shall evaluate the activities of the Regional Center and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on the findings of such evaluation, including—</chapeau>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">a description of the distinct roles and responsibilities of the Regional Center and the Center;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">available information relating to the outcomes of the Regional Center under this subsection, such as any impact on the operations and efficiency of the Center relating to requests for technical assistance and support within the region of such Regional Center;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">a description of any gaps or areas of duplication relating to the activities of the Regional Center and the Center within such region; and</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="D">“(D) </num><content style="-uslm-dtd:text">recommendations relating to the modification, expansion, or termination of the Regional Center under this subsection.</content>
                            </subparagraph>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="3">“(3) </num><heading style="-uslm-dtd:header">Termination.—</heading><content style="-uslm-dtd:text">This subsection shall terminate on September 30, 2030.”</content>
                        </paragraph>
                    </subsection></quotedContent>; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/44/tIII/s302/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">in subsection (f), as so redesignated, by striking “<quotedText style="-uslm-dtd:quote">$1,000,000 for each of fiscal years 2019 through 2023</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$2,000,000 for each of fiscal years 2026 through 2030</quotedText>”.</content>
                </paragraph>
            </section>
            <section identifier="/us/sComp/119/44/tIII/s303" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="303">SEC. 303. </num><heading style="-uslm-dtd:header">COMPREHENSIVE OPIOID RECOVERY CENTERS. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 552 of the Public Health Service Act (42 U.S.C. 290ee-7) is amended—</chapeau>
                <paragraph identifier="/us/sComp/119/44/tIII/s303/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (d)(2)—</chapeau>
                    <subparagraph identifier="/us/sComp/119/44/tIII/s303/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in the matter preceding subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">and in such manner</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">, in such manner, and containing such information and assurances, including relevant documentation,</quotedText>”; and</content>
                    </subparagraph>

                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in subsection (h)—</chapeau>

                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="3">“(3) </num><heading style="-uslm-dtd:header">Limitation.—</heading><content style="-uslm-dtd:text">The Secretary may not require an entity to, or give priority to an entity that plans to, use the funds of a grant under this section for activities that are not specified in this subsection.”</content>
                            </paragraph></quotedContent>;</content>
                        </subparagraph>
                    </paragraph>

                <num style="-uslm-dtd:enum" value="307">SEC. 307. </num><heading style="-uslm-dtd:header">REVIEW OF INFORMATION RELATED TO FUNDING OPPORTUNITIES UNDER PROGRAMS ADMINISTERED BY SAMHSA. </heading>
                <subsection identifier="/us/sComp/119/44/tIII/s307/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Not later than one year after the date of enactment of this Act, the Secretary of Health and Human Services (referred to in this section as the “Secretary”) shall convene a public meeting for purposes of improving awareness of, and access to, information related to current and future funding opportunities under programs administered by the Substance Abuse and Mental Health Services Administration (in this section referred to as “SAMHSA funding opportunities”).</content>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tIII/s307/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Topics.—</heading><chapeau style="-uslm-dtd:text">The public meeting under subsection (a) shall include—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tIII/s307/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">opportunities to improve the utility and functionality of internet websites maintained by the Secretary that provide information related to SAMHSA funding opportunities, such as Grants.gov;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tIII/s307/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">other models for displaying and disseminating information related to SAMHSA funding opportunities, such as interactive dashboards; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tIII/s307/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">strategies to improve the ability of entities to apply for SAMHSA funding opportunities, including entities that have not traditionally applied for SAMHSA funding opportunities.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tIII/s307/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s290aa">42 U.S.C. 290aa note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Website Improvements.—</heading><content style="-uslm-dtd:text">The Secretary shall implement improvements to Grants.gov related to SAMHSA funding opportunities based on stakeholder feedback received at the public meeting under subsection (a), as appropriate, to the maximum extent feasible.</content>
                </subsection>
                <subsection identifier="/us/sComp/119/44/tIII/s307/d" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Report.—</heading><chapeau style="-uslm-dtd:text">Not later than one year after the date on which the public meeting under subsection (a) is convened, the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report summarizing the findings of such meeting, including how the Secretary has taken into account the feedback received through such meeting and implemented—</chapeau>
                    <paragraph identifier="/us/sComp/119/44/tIII/s307/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">improvements to internet websites maintained by the Secretary that provide information related to SAMHSA funding opportunities; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/119/44/tIII/s307/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">strategies to improve awareness of SAMHSA funding opportunities.</content>

                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">subject to a risk evaluation and mitigation strategy pursuant to section 505-1 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 355-1) that includes elements to assure safe use of the drug described in subsection (f)(3)(E) of such section, including a requirement for post-administration monitoring by a health care provider;”</content>
