    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend title 38, United States Code, to increase the rate of the special pension payable to Medal of Honor recipients, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/119/43/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s101">38 U.S.C. 101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Medal of Honor Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/119/43/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">FINDINGS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Congress finds the following:</chapeau>
            <paragraph identifier="/us/sComp/119/43/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">The Medal of Honor is the highest and most prestigious military decoration of the United States.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">To earn the Medal of Honor “the deed of the person . . . must be so outstanding that it clearly distinguishes his gallantry beyond the call of duty from lesser forms of bravery”.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">The actions of Medal of Honor recipients inspire bravery, and the willingness to give all, in those who serve in the Armed Forces and those who will serve in the future.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">Those listed on the Medal of Honor Roll exemplify the best traits of members of the Armed Forces, a long and proud lineage of those who went beyond the call of duty.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s2/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">Pursuant to section 1562 of title 38, United States Code, the Secretary of Veterans Affairs shall pay monthly to each living person whose name has been entered on the Army, Navy, Air Force, and Coast Guard Medal of Honor Roll a special pension.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s2/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">Recipients of the Medal of Honor have earned a substantial and historic increase to such special pension in recognition of their conspicuous gallantry, unwavering commitment, and heroic actions above and beyond the call of duty.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/119/43/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">INCREASE IN DEPARTMENT OF VETERANS AFFAIRS SPECIAL PENSION PAYABLE TO MEDAL OF HONOR RECIPIENTS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Section 1562 of title 38, United States Code, is amended—</chapeau>
            <paragraph identifier="/us/sComp/119/43/s3/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (a)(1)—</chapeau>
                <subparagraph identifier="/us/sComp/119/43/s3/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">(A)</quotedText>” before “<quotedText style="-uslm-dtd:quote">The Secretary</quotedText>”;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/43/s3/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">the rate of $1,406.73</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">the rate described in subparagraph (B)</quotedText>”; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/43/s3/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">by adding at the end the following new subparagraph:<quotedContent style="-uslm-dtd:quoted-block">
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">The rate described in this subparagraph is equal to the amount of monthly compensation paid to a veteran without dependents under subsection (m) of section 1114 of this title, increased 
to the next intermediate rate under subsection (p) of such section.”</content>
                    </subparagraph></quotedContent>; and</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/119/43/s3/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in subsection (e)—</chapeau>
                <subparagraph identifier="/us/sComp/119/43/s3/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">(1)</quotedText>” before “<quotedText style="-uslm-dtd:quote">Effective</quotedText>”;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/43/s3/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">, subject to paragraph (2),</quotedText>” before “<quotedText style="-uslm-dtd:quote">shall</quotedText>”; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/119/43/s3/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">by adding at the end the following new paragraph (2):<quotedContent style="-uslm-dtd:quoted-block">
                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">The Secretary shall not, under paragraph (1), increase the amount of monthly special pension payable under subsection (a) in a year if such amount was otherwise increased during such year.”</content>
                    </paragraph></quotedContent>.</content>
                </subparagraph>
            </paragraph>
        </section>
        <section identifier="/us/sComp/119/43/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">EXTENSION OF CERTAIN LIMITS ON PAYMENTS OF PENSION. </heading>
            <content class="block" style="-uslm-dtd:text">Section 5503(d)(7) of title 38, United States Code, is amended by striking “<quotedText style="-uslm-dtd:quote">November 30, 2031</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">January 31, 2033</quotedText>”.</content>
