    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/119/28/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Rescissions Act of 2025</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/119/28/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">RESCISSIONS OF BUDGET AUTHORITY. </heading>
            <subsection identifier="/us/sComp/119/28/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Pursuant to the special message transmitted by the President on June 3, 2025, to the House of Representatives and the Senate proposing the rescission of budget authority under section 1012 of part B of title X of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 682 et seq.), the rescissions described under subsection (b) shall take effect immediately upon the date of enactment of this Act.</content>
            </subsection>
            <subsection identifier="/us/sComp/119/28/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Rescissions.—</heading><chapeau style="-uslm-dtd:text">The rescissions described in this subsection are as follows:</chapeau>
                <paragraph identifier="/us/sComp/119/28/s2/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">International Organizations—Contributions to International Organizations</headingText>” made available by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of Public Law 118-47), $33,008,764 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">International Organizations—Contributions to International Organizations</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $168,837,230 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">International Organizations—Contributions for International Peacekeeping Activities</headingText>” made available by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of Public Law 118-47), $203,328,007 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">International Organizations—Contributions for International Peacekeeping Activities</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $157,906,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">Of the unobligated balances in the first paragraph under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Global Health Programs</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $500,000,000 are rescinded: <i style="-uslm-dtd:italic"> Provided,</i> That none of the amounts rescinded under this paragraph shall be from the unobligated balances for the following programs: HIV/AIDS, Tuberculosis, Malaria, Nutrition, or Maternal and Child Health: <i style="-uslm-dtd:italic"> Provided further,</i> That the preceding proviso does not apply to family planning and reproductive health programs.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Department of State—Migration and Refugee Assistance</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $800,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Complex Crises Fund</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $43,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/8" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="8">(8) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Democracy Fund</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $83,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/9" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="9">(9) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Economic Support Fund</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $1,650,000,000 are rescinded: <i style="-uslm-dtd:italic"> Provided,</i> That none of the funds rescinded under this paragraph shall be from the unobligated balances for assistance to Jordan, Egypt, or the Countering PRC Influence Fund.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/10" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="10">(10) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Multilateral Assistance—International Financial Institutions—Contribution to the Clean Technology Fund</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $125,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/11" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="11">(11) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Multilateral Assistance—Funds Appropriated to the President—International Organizations and Programs</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $436,920,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/12" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="12">(12) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Development Assistance</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $2,500,000,000 are rescinded: <i style="-uslm-dtd:italic"> Provided,</i> That none of the funds rescinded under this paragraph shall be from the unobligated balances for Feed the Future Innovation Labs or the Countering PRC Influence Fund: <i style="-uslm-dtd:italic"> Provided further,</i> That none of the funds rescinded under this paragraph shall affect the administration of United States commodity-based food aid, including the Food for Peace program and the McGovern-Dole International Food for Education and Child Nutrition Program.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/13" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="13">(13) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Assistance for Europe, Eurasia and Central Asia</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $460,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/14" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="14">(14) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—International Disaster Assistance</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $496,000,000 are rescinded: <i style="-uslm-dtd:italic"> Provided,</i> That none of the funds rescinded shall affect the administration of United States commodity-based food aid, including the Food for Peace program and the McGovern-Dole International Food for Education and Child Nutrition Program.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/15" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="15">(15) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">United States Agency for International Development—Funds Appropriated to the President—Operating Expenses</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $125,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/16" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="16">(16) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Funds Appropriated to the President—Transition Initiatives</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $57,000,000 are rescinded.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/119/28/s2/b/17" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="17">(17) </num><content style="-uslm-dtd:text">Of the unobligated balances under the heading “<headingText style="-uslm-dtd:header-in-text">Bilateral Economic Assistance—Independent Agencies—Inter-American Foundation</headingText>” made available by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4), $27,000,000 are rescinded.</content>

                    <subparagraph identifier="/us/sComp/119/28/s2/b/20/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">Amounts made available for “Corporation for Public Broadcasting” for fiscal year 2027 by Public Law 119-4 are rescinded.</content>
