    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To designate Holcombe Rucker Park, in Harlem, New York, as a National Commemorative Site, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/118/235/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t54/s320101">54 U.S.C. 320101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Holcombe Rucker Park National Commemorative Site Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/118/235/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">NATIONAL COMMEMORATIVE SITE. </heading>
            <subsection identifier="/us/sComp/118/235/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Designation.—</heading><content style="-uslm-dtd:text">Holcombe Rucker Park, in Harlem, New York, is hereby designated as the “Holcombe Rucker Park National Commemorative Site” (referred to in this section as the “Commemorative Site”).</content>
            </subsection>
            <subsection identifier="/us/sComp/118/235/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Administration.—</heading>
                <paragraph identifier="/us/sComp/118/235/s2/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Cooperative agreements.—</heading><content style="-uslm-dtd:text">The Secretary of the Interior may enter into cooperative agreements with appropriate public or private entities, including the Mayor of New York City or the Mayor’s designee, for interpretive and educational purposes related to the Commemorative Site, including installing a plaque, interpretive exhibit, or other marker, as appropriate, at the Commemorative Site, with the written consent of the owner of the Commemorative Site, to memorialize the achievements of Holcombe Rucker and to provide recognition of the historic role of Holcombe Rucker Park in the development of the game of basketball and of many of its most talented players.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/235/s2/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Effect of designation.—</heading><content style="-uslm-dtd:text">The Commemorative Site shall not be a unit of the National Park System.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/235/s2/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Limitations.—</heading><chapeau style="-uslm-dtd:text">Nothing in this Act—</chapeau>
                    <subparagraph identifier="/us/sComp/118/235/s2/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">authorizes the Secretary of the Interior to interfere with the rights of any person with respect to private property or any local zoning ordinance or land use plan of the State of New York or any political subdivision thereof, including prohibiting any actions that may otherwise be taken by a property owner (including any owner of the Commemorative Site) with respect to the property of the owner;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/118/235/s2/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">affects the administration of the Commemorative Site by New York City or the State of New York; or</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/118/235/s2/b/3/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">authorizes the Secretary of the Interior to acquire land or interests in land through condemnation or otherwise.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
        </section>
