    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To require the Secretary of the Interior to convey to the State of Utah certain Federal land under the administrative jurisdiction of the Bureau of Land Management within the boundaries of Camp Williams, Utah, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/118/164/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Mountain View Corridor Completion Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/118/164/s2" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/118/164/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Covered land.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">covered land</term>” means the approximately 200.18 acres of land depicted as “Land Proposed for Conveyance” on the map entitled “Mountain View Corridor Completion Act” and dated October 6, 2023.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/118/164/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Secretary</term>” means the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/118/164/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">State.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">State</term>” means the State of Utah.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/118/164/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">CONVEYANCE OF BUREAU OF LAND MANAGEMENT LAND TO STATE OF UTAH. </heading>
            <subsection identifier="/us/sComp/118/164/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Conveyance Required.—</heading><content style="-uslm-dtd:text">Not later than 90 days after the date of enactment of this Act, the Secretary shall convey to the State all rights, title, and interest of the United States in and to the covered land.</content>
            </subsection>
            <subsection identifier="/us/sComp/118/164/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Requirements.—</heading>
                <paragraph identifier="/us/sComp/118/164/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The conveyance of the covered land under this section shall be subject to valid existing rights.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/164/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Payment of fair market value.—</heading><chapeau style="-uslm-dtd:text">As consideration for the conveyance of the covered land under this section, the State shall pay to the Secretary an amount equal to the fair market value of the covered land, as determined—</chapeau>
                    <subparagraph identifier="/us/sComp/118/164/s3/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in accordance with the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et seq.); and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/118/164/s3/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">based on an appraisal that is conducted in accordance with—</chapeau>
                        <clause identifier="/us/sComp/118/164/s3/b/2/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">the Uniform Appraisal Standards for Federal Land Acquisitions; and</content>
                        </clause>
                        <clause identifier="/us/sComp/118/164/s3/b/2/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">the Uniform Standards of Professional Appraisal Practice.</content>
                        </clause>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/118/164/s3/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Application of Executive Order.—</heading><content style="-uslm-dtd:text">Executive Order 1922 of April 24, 1914, as modified by section 907 of the Camp W.G.  
Williams Land Exchange Act of 1989 (Public Law 101-628; 104 Stat. 4500), shall not apply to the covered land.</content>
            </subsection>
            <subsection identifier="/us/sComp/118/164/s3/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Map and Legal Description.—</heading>
                <paragraph identifier="/us/sComp/118/164/s3/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">As soon as practicable after the date of enactment of this Act, the Secretary shall finalize a map and a legal description of the covered land to be conveyed under this section.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/164/s3/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Controlling document.—</heading><content style="-uslm-dtd:text">In the case of a discrepancy between the map and legal description finalized under paragraph (1), the map shall control.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/164/s3/d/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Corrections.—</heading><content style="-uslm-dtd:text">The Secretary and the State, by mutual agreement, may correct minor errors in the map or the legal description finalized under paragraph (1).</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/164/s3/d/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Map on file.—</heading><content style="-uslm-dtd:text">The map and legal description finalized under paragraph (1) shall be kept on file and available for public inspection in each appropriate office of the Bureau of Land Management.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/118/164/s3/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Reversionary Interest.—</heading><chapeau style="-uslm-dtd:text">If the Secretary, after consultation with the State, determines that the covered land conveyed under this section was sold, attempted to be sold, or used for non-transportation or non-defenses purposes by the State, all right, title, and interest in and to the covered land shall revert to the Secretary, at the discretion of the Secretary, after providing—</chapeau>
                <paragraph identifier="/us/sComp/118/164/s3/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">to the State notice and a hearing or an opportunity to correct any identified deficiencies; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/118/164/s3/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">to the public notice and an opportunity to comment.</content>
                </paragraph>
            </subsection>
        </section>
    </main>
