    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To establish an earlier application processing cycle for the FAFSA.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/118/145/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t20/s1001">20 U.S.C. 1001 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">FAFSA Deadline Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/118/145/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">ESTABLISHMENT OF EARLIER APPLICATION PROCESSING CYCLE. </heading>
            <content class="block" style="-uslm-dtd:text">Section 483(d)(4) of the Higher Education Act of 1965 (20 U.S.C. 1090(d)(4)) is amended by striking “<quotedText style="-uslm-dtd:quote">not later than January 1 of the applicant’s planned year of enrollment, to the maximum extent practicable, on or around October 1 prior to the applicant’s planned year of enrollment</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">not later than October 1 prior to the applicant’s planned year of enrollment</quotedText>”.</content>

        <section identifier="/us/sComp/118/145/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">CERTIFICATION AND TESTIMONY REQUIREMENTS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Section 483(d)(4) of the Higher Education Act of 1965 (20 U.S.C. 1090(d)(4)) is further amended—</chapeau>
            <paragraph identifier="/us/sComp/118/145/s3/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">The Secretary</quotedText>” and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">“(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary”</content>
                </subparagraph></quotedContent>; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/118/145/s3/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">“(B) </num><heading style="-uslm-dtd:header">Certification and testimony requirements.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall, with respect to each application processing cycle, prior to the initiation of such processing cycle—</chapeau>
                    <clause style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="i">“(i) </num><chapeau style="-uslm-dtd:text">on a date that is not later than September 1—</chapeau>
                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="I">“(I) </num><content style="-uslm-dtd:text">certify to the authorizing committees that the Department will meet the October 1 deadline specified in subparagraph (A) for such processing cycle; or</content>
                        </subclause>
                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="II">“(II) </num><content style="-uslm-dtd:text">certify to such committees that the Department will not meet such deadline; and</content>
                        </subclause>
                    </clause>
                    <clause style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><chapeau style="-uslm-dtd:text">in the case of a certification described in clause (i)(II), on a date that is not later than September 30, testify before the authorizing committees on—</chapeau>
                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="I">“(I) </num><content style="-uslm-dtd:text">the anticipated failure to meet such deadline; and</content>
                        </subclause>
                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="II">“(II) </num><content style="-uslm-dtd:text">the financial impact such failure will have on students and families.”</content>
                        </subclause>
                    </clause>
                </subparagraph></quotedContent>.</content>
            </paragraph>
