    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To authorize the Secretary of the Interior to conduct a study to assess the suitability and feasibility of designating certain land as the Great Dismal Swamp National Heritage Area, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/117/331/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Great Dismal Swamp National Heritage Area Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/117/331/s2" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/117/331/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Heritage area.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Heritage Area</term>” means the Great Dismal Swamp National Heritage Area.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/331/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Secretary</term>” means the Secretary of the Interior.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/331/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">States.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">States</term>” means the States of Virginia and North Carolina.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/331/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Study area.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">study area</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/117/331/s2/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the cities of Chesapeake, Norfolk, Portsmouth, and Suffolk in the State of Virginia;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/331/s2/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">Isle of Wight County in the State of Virginia;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/331/s2/4/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">Camden, Currituck, Gates, and Pasquotank counties in the State of North Carolina; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/331/s2/4/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="D">(D) </num><chapeau style="-uslm-dtd:text">any other areas in the States that—</chapeau>
                    <clause identifier="/us/sComp/117/331/s2/4/D/i" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">have heritage aspects that are similar to the areas described in subparagraphs (A), (B), or (C); and</content>
                    </clause>
                    <clause identifier="/us/sComp/117/331/s2/4/D/ii" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">are adjacent to, or in the vicinity of, those areas.</content>
                    </clause>
                </subparagraph>
            </paragraph>
        </section>
        <section identifier="/us/sComp/117/331/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">STUDY. </heading>
            <subsection identifier="/us/sComp/117/331/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Secretary, in consultation with State and local organizations and governmental agencies, Tribal governments, non-profit organizations, and other appropriate entities, shall conduct a study to assess the suitability and feasibility of designating the study area as a National Heritage Area, to be known as the “Great Dismal Swamp National Heritage Area”.</content>
            </subsection>
            <subsection identifier="/us/sComp/117/331/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Requirements.—</heading><chapeau style="-uslm-dtd:text">The study shall include analysis, documentation, and determinations on whether the study area—</chapeau>
                <paragraph identifier="/us/sComp/117/331/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">has an assemblage of natural, historic, and cultural resources that—</chapeau>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">represent distinctive aspects of the people and cultures of the United States;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">are worthy of recognition, conservation, interpretation, and continuing use; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><chapeau style="-uslm-dtd:text">would be best managed—</chapeau>
                        <clause identifier="/us/sComp/117/331/s3/b/1/C/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">through partnerships among public and private entities; and</content>
                        </clause>
                        <clause identifier="/us/sComp/117/331/s3/b/1/C/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">by linking diverse and sometimes noncontiguous resources and active communities;</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">reflects traditions, customs, beliefs, and folklife that are a valuable part of the story of the United States;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><chapeau style="-uslm-dtd:text">provides outstanding opportunities—</chapeau>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to conserve natural, historic, cultural, or scenic features; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">for recreation and education;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><chapeau style="-uslm-dtd:text">contains resources that—</chapeau>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">are important to any identified themes of the study area; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">retain a degree of integrity capable of supporting interpretation;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><chapeau style="-uslm-dtd:text">includes residents, business interests, nonprofit organizations, and State, local, and Tribal governments, and other appropriate entities that—</chapeau>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/5/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">are involved in the planning of the Heritage Area;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/5/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">have developed a conceptual financial plan that outlines the roles of all participants in the Heritage Area, including the Federal Government; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/331/s3/b/5/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">have demonstrated support for the designation of the Heritage Area;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">has a potential management entity to work in partnership with the individuals and entities described in paragraph (5) to develop the Heritage Area while encouraging State and local economic activity; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/331/s3/b/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">has a conceptual boundary map that is supported by the public.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/117/331/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">REPORT. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Not later than 3 years after the date on which funds are first made available to carry out this Act, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</chapeau>
            <paragraph identifier="/us/sComp/117/331/s4/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the findings of the study under section 3; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/331/s4/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">any conclusions and recommendations of the Secretary.</content>
            </paragraph>
        </section>
