    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To authorize the Project Safe Neighborhoods Grant Program, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/115/185/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s10101">34 U.S.C. 10101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Project Safe Neighborhoods Grant Program Authorization Act of 2018</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/115/185/s2" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s60701">34 U.S.C. 60701</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">For the purposes of this Act—</chapeau>
            <paragraph identifier="/us/sComp/115/185/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the term “<term style="-uslm-dtd:quote">firearms offenses</term>” means an offense under section 922 or 924 of title 18, United States Code;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/185/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the term “<term style="-uslm-dtd:quote">Program</term>” means the Project Safe Neighborhoods Block Grant Program established under section 3; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/185/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">the term “<term style="-uslm-dtd:quote">transnational organized crime group</term>” has the meaning given such term in section 36(k)(6) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2708(k)(6)).</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/115/185/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s60702">34 U.S.C. 60702</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ESTABLISHMENT. </heading>
            <content class="block" style="-uslm-dtd:text">The Attorney General of the United States is authorized to establish and carry out a program, to be known as the “Project Safe Neighborhoods Block Grant Program” within the Office of Justice Programs at the Department of Justice.</content>
        </section>
        <section identifier="/us/sComp/115/185/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s60703">34 U.S.C. 60703</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">PURPOSE. </heading>
            <subsection identifier="/us/sComp/115/185/s4/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Project Safe Neighborhoods Block Grant Program.—</heading><chapeau style="-uslm-dtd:text">The purpose of the Program is to foster and improve existing partnerships between Federal, State, and local agencies, including the United States Attorney in each Federal judicial district, entities representing members of the community affected by increased violence, victims’ advocates, and researchers to create safer neighborhoods through sustained reductions in violent crimes by—</chapeau>
                <paragraph identifier="/us/sComp/115/185/s4/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">developing and executing comprehensive strategic plans to reduce violent crimes, including the enforcement of gun laws, and prioritizing efforts focused on identified subsets of individuals or organizations responsible for increasing violence in a particular geographic area;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/185/s4/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">developing evidence-based and data-driven intervention and prevention initiatives, including juvenile justice projects and activities which may include street-level outreach, conflict mediation, provision of treatment and social services, and the changing of community norms, in order to reduce violence; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/185/s4/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">collecting data on outcomes achieved through the Program, including the effect on the violent crime rate, incarceration rate, and recidivism rate of the jurisdiction.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/185/s4/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Additional Purpose Areas.—</heading><chapeau style="-uslm-dtd:text">In addition to the purpose described in subsection (a), the Attorney General may use funds authorized under this Act for any of the following purposes—</chapeau>
                <paragraph identifier="/us/sComp/115/185/s4/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">competitive and evidence-based programs to reduce gun crime and gang violence;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/185/s4/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the Edward Byrne criminal justice innovation program;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/185/s4/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">community-based violence prevention initiatives; or</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/185/s4/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">gang and youth violence education, prevention and intervention, and related activities.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/115/185/s5" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s60704">34 U.S.C. 60704</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">RULES AND REGULATIONS. </heading>
            <subsection identifier="/us/sComp/115/185/s5/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Attorney General shall issue guidance to create, carry out, and administer the Program in accordance with this section.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/185/s5/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Funds to Be Directed to Local Control.—</heading><content style="-uslm-dtd:text">Amounts made available as grants under the Program shall be, to the greatest extent practicable, locally controlled to address problems that are identified locally.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/185/s5/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Task Forces.—</heading><content style="-uslm-dtd:text">Thirty percent of the amounts made available as grants under the Program each fiscal year shall be granted to Gang Task Forces in regions experiencing a significant or increased presence of criminal or transnational organizations engaging in high levels of violent crime, firearms offenses, human trafficking, and drug trafficking.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/185/s5/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Priority.—</heading><content style="-uslm-dtd:text">Amounts made available as grants under the Program shall be used to prioritize the investigation and prosecution of individuals who have an aggravating or leadership role in a criminal or transnational organization described in subsection (c).</content>
            </subsection>
        </section>
        <section identifier="/us/sComp/115/185/s6" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t34/s60705">34 U.S.C. 60705</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS. </heading>
            <content class="block" style="-uslm-dtd:text">There are authorized to be appropriated to the Attorney General to carry out the Program $50,000,000 for each of fiscal years 2019 through 2021.</content>
        </section>
    </main>
