    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To authorize the Director of the United States Geological Survey to establish a regional program to assess, monitor, and benefit the hydrology of saline lakes in the Great Basin and the migratory birds and other wildlife dependent on those habitats, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/117/318/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Saline Lake Ecosystems in the Great Basin States Program Act of 2022</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/117/318/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">SALINE LAKE ECOSYSTEMS IN THE GREAT BASIN STATES ASSESSMENT AND MONITORING PROGRAM. </heading>
            <subsection identifier="/us/sComp/117/318/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">In this section:</chapeau>
                <paragraph identifier="/us/sComp/117/318/s2/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Program.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">Program</quotedText>” means the Saline Lake Ecosystems in the Great Basin States Assessment and Monitoring Program established under subsection (b).</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">Secretary</quotedText>” means the Secretary of the Interior, acting through the Director of the United States Geological Survey.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Establishment.—</heading><content style="-uslm-dtd:text">The Secretary shall establish a Saline Lake Ecosystems in the Great Basin States Assessment and Monitoring Program to assess and monitor the hydrology of saline lake ecosystems in the Great Basin and the migratory birds and other wildlife that depend on those ecosystems to inform and support coordinated management and conservation actions to benefit those ecosystems, migratory birds, and other wildlife.</content>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Work and Implementation Plan.—</heading>
                <paragraph identifier="/us/sComp/117/318/s2/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Under the Program, the Secretary, in coordination with the Director of the United States Fish and Wildlife Service and the entities described in paragraph (2), shall establish a multiyear work and implementation plan to assess, monitor, and conserve saline lake ecosystems in the Great Basin and the migratory birds and other wildlife that depend on those ecosystems.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Coordinating entities.—</heading><chapeau style="-uslm-dtd:text">The entities referred to in paragraph (1) include—</chapeau>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">Federal, State, Tribal, and local agencies;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">institutions of higher education;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">nonprofit organizations; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/2/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">other local stakeholders.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Inclusions.—</heading><chapeau style="-uslm-dtd:text">The work and implementation plan established under paragraph (1) shall include—</chapeau>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">a synthesis of available information, literature, and data, and an assessment of scientific and informational needs, relating to—</chapeau>
                        <clause identifier="/us/sComp/117/318/s2/c/3/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">water quantity, water quality, water use, and water demand;</content>
                        </clause>
                        <clause identifier="/us/sComp/117/318/s2/c/3/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">migratory bird and other wildlife populations, habitats, and ecology;</content>
                        </clause>
                        <clause identifier="/us/sComp/117/318/s2/c/3/A/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">annual lifecycle needs of migratory birds; and</content>
                        </clause>
                        <clause identifier="/us/sComp/117/318/s2/c/3/A/iv" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">environmental changes and other stressors, including climatic stressors;</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">a description of how the plan should be implemented to address the scientific and informational needs described in subparagraph (A), including proposed activities, such as monitoring, data infrastructure needs, and development of tools necessary to implement the Program;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/3/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">recommendations and a cost assessment for the implementation of the plan; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/318/s2/c/3/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">such other matters as the Secretary determines to be appropriate.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/c/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Report.—</heading><content style="-uslm-dtd:text">Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to Congress a report describing the work and implementation plan established under paragraph (1).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Implementation.—</heading><content style="-uslm-dtd:text">The Secretary shall implement the Program based on the information, findings, and recommendations contained in the work and implementation plan established under subsection (c).</content>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Cooperative Agreements and Grants.—</heading><chapeau style="-uslm-dtd:text">The Secretary may enter into cooperative funding agreements with, or provide grants to, entities described in subsection (c)(2) for the purposes of—</chapeau>
                <paragraph identifier="/us/sComp/117/318/s2/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">participating in developing, or providing information to inform the development of, the work and implementation plan under subsection (c);</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">carrying out assessments and monitoring of water quality, quantity, use, and demand under the Program; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/e/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">carrying out ecological, biological, and avian assessments and monitoring under the Program.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/f" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Effect.—</heading><chapeau style="-uslm-dtd:text">The work and implementation plan established under subsection (c)(1) shall not affect—</chapeau>
                <paragraph identifier="/us/sComp/117/318/s2/f/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">any interstate water compacts in existence on the date of enactment of this Act, including full development of any apportionment made in accordance with those compacts;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/f/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">valid and existing water rights in any State located wholly or partially within the Great Basin;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/f/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">water rights held by the United States in the Great Basin; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/318/s2/f/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">the management and operation of Bear Lake or Stewart Dam, including the storage, management, and release of water.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/318/s2/g" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="g">(g) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">There is authorized to be appropriated to carry out the Program $5,000,000 for each of fiscal years 2022 through 2027.</content>
            </subsection>
