    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To redesignate the Federal building located at 212 Third Avenue South in Minneapolis, Minnesota, as the “Paul D. Wellstone Federal Building”, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/117/242/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Paul D. Wellstone Building Act of 2022</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/117/242/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">FINDINGS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Congress finds that—</chapeau>
            <paragraph identifier="/us/sComp/117/242/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Paul David Wellstone was born on July 21, 1944, in Washington, DC, and raised in Arlington, Virginia, as the second child of Ukrainian Jewish immigrants Leon and Minnie Wellstone;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">Wellstone graduated from the University of North Carolina at Chapel Hill—</chapeau>
                <subparagraph identifier="/us/sComp/117/242/s2/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in 1965, with a bachelor’s degree in political science; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/242/s2/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">in 1969, with a Ph.D. in political science;</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">after earning his Ph.D., Wellstone moved to Minnesota to teach political science at Carleton College in Northfield, Minnesota, during which he became an advocate for marginalized communities and fought for improved healthcare, education, housing, and labor and human rights;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">as an activist, Wellstone helped to bring attention to issues important to the people by protesting in favor of peace, civil rights, and social justice, including by standing by farmers and working families in their struggles;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">in 1990, Wellstone extended his community activism during his first run for the Senate;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">as an underdog, Wellstone was the only candidate to unseat an incumbent Senator in the 1990 election;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/7" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">the grassroots campaign that was run by Wellstone became well-known for the green bus that he used to travel across Minnesota;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/8" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="8">(8) </num><chapeau style="-uslm-dtd:text">Senator Wellstone continued his commitment to activism throughout his time in the Senate, including by pushing for legislation that—</chapeau>
                <subparagraph identifier="/us/sComp/117/242/s2/8/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">expanded support for mental health care coverage;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/242/s2/8/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">increased the Federal minimum wage; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/117/242/s2/8/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">offered greater funding and protections for workers, seniors, schools, and “atomic” veterans;</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/9" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="9">(9) </num><content style="-uslm-dtd:text">in 1997, Senator Wellstone traveled across the country on “The Children’s Tour” to hear from disadvantaged communities across the United States;</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/10" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="10">(10) </num><content style="-uslm-dtd:text">on October 25, 2002, at the age of 57, Senator Wellstone was killed in a plane crash in Minnesota along with his wife, daughter, and several campaign staff; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/117/242/s2/11" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="11">(11) </num><content style="-uslm-dtd:text">the loss of Senator Wellstone was mourned across the United States, but his legacy of advocacy and candor will always be remembered.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/117/242/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">PAUL D. WELLSTONE FEDERAL BUILDING. </heading>
            <subsection identifier="/us/sComp/117/242/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Redesignation.—</heading><content style="-uslm-dtd:text">The Federal building located at 212 Third Avenue South in Minneapolis, Minnesota, shall be known and designated as the “Paul D. Wellstone Federal Building”.</content>
            </subsection>
            <subsection identifier="/us/sComp/117/242/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">References.—</heading><content style="-uslm-dtd:text">Any reference in a law, map, regulation, document, paper, or other record of the United States to the Federal building referred to in subsection (a) shall be deemed to be a reference to the “Paul D. Wellstone Federal Building”.</content>
