    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend title 38, United States Code, to improve and expand the Solid Start program of the Department of Veterans Affairs, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/117/205/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s101">38 U.S.C. 101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Solid Start Act of 2022</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/117/205/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">SOLID START PROGRAM OF THE DEPARTMENT OF VETERANS AFFAIRS. </heading>
            <subsection identifier="/us/sComp/117/205/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Chapter 63 of title 38, United States Code, is amended by adding at the end the following new subchapter:<quotedContent style="-uslm-dtd:quoted-block">
                <subchapter style="-uslm-dtd:subchapter">
                    <num style="-uslm-dtd:enum" value="II">“Subchapter II—</num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s6320">38 U.S.C. 6320</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">OTHER OUTREACH PROGRAMS AND ACTIVITIES </heading>
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="6320">“SEC. 6320. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s6320">38 U.S.C. 6320</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header"> Solid Start program </heading>
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="a">“(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall carry out a program, to be known as the ‘Solid Start program’, under which the Secretary shall—</chapeau>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">build the capacity of the Department to efficiently and effectively respond to the queries and needs of veterans who have recently separated from the Armed Forces; and</content>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="2">“(2) </num><chapeau style="-uslm-dtd:text">systemically integrate and coordinate efforts to assist veterans, including efforts—</chapeau>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">to proactively reach out to newly separated veterans to inform them of their eligibility for programs of and benefits provided by the Department; and</content>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">to connect veterans in crisis to resources that address their immediate needs.</content>
                                </subparagraph>
                            </paragraph>
                        </subsection>
                        <subsection style="-uslm-dtd:subsection" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="b">“(b) </num><heading style="-uslm-dtd:header">Activities of the Solid Start Program.—</heading><paragraph class="inline" style="-uslm-dtd:paragraph" styleType="OLC"><num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">The Secretary, in coordination with the Secretary of Defense, shall carry out the Solid Start program of the Department by—</chapeau>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">collecting up-to-date contact information during transition classes or separation counseling for all members of the Armed Forces who are separating from the Armed Forces, while explaining the existence and purpose of the Solid Start program;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">calling each veteran, regardless of separation type or characterization of service, three times within the first year after separation of the veteran from the Armed Forces;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">providing information about the Solid Start program on the website of the Department and in materials of the Department, especially transition booklets and other resources;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="D">“(D) </num><content style="-uslm-dtd:text">ensuring calls are truly tailored to the needs of each veteran’s unique situation by conducting quality assurance tests;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="E">“(E) </num><content style="-uslm-dtd:text">prioritizing outreach to veterans who have accessed mental health resources prior to separation from the Armed Forces;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="F">“(F) </num><content style="-uslm-dtd:text">providing women veterans with information that is tailored to their specific health care and benefit needs;</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="G">“(G) </num><content style="-uslm-dtd:text">as feasible, providing information on access to State and local resources, including Vet Centers and veterans service organizations; and</content>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="H">“(H) </num><content style="-uslm-dtd:text">gathering and analyzing data assessing the effectiveness of the Solid Start program.</content>
                            </subparagraph></paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="2">“(2) </num><chapeau style="-uslm-dtd:text">The Secretary, in coordination with the Secretary of Defense, may carry out the Solid Start program by—</chapeau>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">encouraging members of the Armed Forces who are transitioning to civilian life to authorize alternate points of contact who can be reached should the member be unavailable during the first year following the separation of the member from the Armed Forces; and</content>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">following up missed phone calls with tailored mailings to ensure the veteran still receives similar information.</content>
                                </subparagraph>
                            </paragraph>
                            <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="3">“(3) </num><chapeau style="-uslm-dtd:text">In this subsection:</chapeau>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">Vet Center</quotedText>’ has the meaning given that term in section 1712A(h) of this title.</content>
                                </subparagraph>
                                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">veterans service organization</quotedText>’ means an organization recognized by the Secretary for the representation of veterans under section 5902 of this title.”</content>
                                </subparagraph>
                            </paragraph>
                        </subsection>
                    </section>
                </subchapter></quotedContent>.</content>
            </subsection>
            <subsection identifier="/us/sComp/117/205/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Conforming Amendments.—</heading><chapeau style="-uslm-dtd:text">Chapter 63 of such title, as amended by subsection (a), is further amended—</chapeau>
                <paragraph identifier="/us/sComp/117/205/s2/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s6301">38 U.S.C. 6301</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">by inserting before section 6301 the following:<quotedContent style="-uslm-dtd:quoted-block">
                    <subchapter style="-uslm-dtd:subchapter">
                        <num style="-uslm-dtd:enum" value="I">“Subchapter I—</num><heading style="-uslm-dtd:header">
<b style="-uslm-dtd:bold">Outreach Services Program”</b>
”</heading>
                    </subchapter></quotedContent>;and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/205/s2/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in sections 6301, 6303, 6304, 6305, 6306, and 6307, by striking “<quotedText style="-uslm-dtd:quote">this chapter</quotedText>” each place it appears and inserting “<quotedText style="-uslm-dtd:quote">this subchapter</quotedText>”.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/205/s2/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t38/s6301">38 U.S.C. 6301</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Clerical Amendments.—</heading><chapeau style="-uslm-dtd:text">The table of sections at the beginning of chapter 63 of such title is amended—</chapeau>
                <paragraph identifier="/us/sComp/117/205/s2/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by inserting before the item relating to section 6301 the following new item:<quotedContent style="-uslm-dtd:quoted-block">
                    <toc style="-uslm-dtd:toc">
                        <referenceItem class="centered" role="subchapter" style="-uslm-dtd:toc-entry"><designator>“subchapter i—</designator><label>outreach services program”</label></referenceItem>
