    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to increase the threshold for eligibility for assistance under sections 403, 406, 407, and 502 of such Act, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/117/189/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s5121">42 U.S.C. 5121 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Small Project Efficient and Effective Disaster Recovery Act</shortTitle>” or the “<shortTitle style="-uslm-dtd:quote">SPEED Recovery Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/117/189/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">SIMPLIFIED PROCEDURE. </heading>
            <subsection identifier="/us/sComp/117/189/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">Section 422 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5189) is amended—</chapeau>
                <paragraph identifier="/us/sComp/117/189/s2/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in subsection (a) by striking “<quotedText style="-uslm-dtd:quote">$35,000</quotedText>” each place it appears and inserting “<quotedText style="-uslm-dtd:quote">$1,000,000</quotedText>”; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/117/189/s2/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in subsection (b)(3)—</chapeau>
                    <subparagraph identifier="/us/sComp/117/189/s2/a/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in the heading by inserting “<quotedText style="-uslm-dtd:quote">and Report</quotedText>” after  “<quotedText style="-uslm-dtd:quote">Review</quotedText>”; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/117/189/s2/a/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">and submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report regarding such review, including any recommendations developed pursuant to such review</quotedText>” after  “<quotedText style="-uslm-dtd:quote">under this section</quotedText>”.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/117/189/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s5189">42 U.S.C. 5189 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Applicability.—</heading><content style="-uslm-dtd:text">The amendments made by subsection (a) shall apply with respect to any amounts appropriated after the date of enactment of this Act.</content>
            </subsection>
        </section>
        <section identifier="/us/sComp/117/189/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">AUDIT AND REVIEW. </heading>
            <content class="block" style="-uslm-dtd:text">Not later than 3 years after the date of enactment of this Act, the Inspector General of the Department of Homeland Security shall conduct an audit, and submit to Congress a report, on whether there has been waste and abuse as a result of the amendment made under section 2(a)(1).</content>
