    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To authorize the Secretary of Veterans Affairs to furnish COVID-19 vaccines to certain individuals, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/117/4/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t38/s1701">38 U.S.C. 1701 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content style="-uslm-dtd:text" class="block">  This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Strengthening and Amplifying Vaccination Efforts to Locally Immunize All Veterans and Every Spouse Act</shortTitle>” or the “<shortTitle style="-uslm-dtd:quote">SAVE LIVES Act</shortTitle>”. </content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/117/4/s2" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">AUTHORITY OF SECRETARY OF VETERANS AFFAIRS TO FURNISH COVID-19 VACCINE TO CERTAIN INDIVIDUALS NOT ENROLLED IN PATIENT ENROLLMENT SYSTEM OF DEPARTMENT OF VETERANS AFFAIRS. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/117/4/s2/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Secretary of Veterans Affairs may furnish a vaccine for COVID-19 to a covered individual during the COVID-19 public health emergency. </content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/117/4/s2/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Prioritization.—</heading><chapeau style="-uslm-dtd:text">In furnishing vaccines for COVID-19 under the laws administered by the Secretary, the Secretary shall— </chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/b/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">prioritize the vaccination of veterans who are enrolled in the patient enrollment system, veterans who receive hospital care and medical services pursuant to subsection (c)(2) of section 1705 of title 38, United States Code, and accompanying caregivers of such veterans before the vaccination of covered individuals not otherwise described in this paragraph; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/b/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">only furnish vaccines for COVID-19 to covered individuals under this section to the extent that such vaccines are available. </content>
                </paragraph>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/117/4/s2/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Timing of Vaccines Provided to Spouses of Veterans.—</heading><content style="-uslm-dtd:text">The Secretary may determine the timing for offering a vaccine for COVID-19 to the spouse of a veteran from the Department of Veterans Affairs. </content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/117/4/s2/d" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Vaccine Allocation.—</heading><content style="-uslm-dtd:text">It is the sense of Congress that, to the extent practicable based on the current national supply chain, the Secretary of Health and Human Services should adjust the allocation for the Department of Veterans Affairs for the vaccine for COVID-19 based on the additional eligibility of covered individuals under this section. </content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/117/4/s2/e" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">In this section: </chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Accompanying caregiver.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">accompanying caregiver</quotedText>” means a caregiver described in subparagraph (D), (E), or (F) of paragraph (2) who is accompanying a veteran who is receiving a vaccine for COVID-19 furnished by the Department.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Covered individual.—</heading><chapeau style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">covered individual</quotedText>” means any of the following individuals: </chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">A veteran who is not eligible to enroll in the patient enrollment system. </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">A veteran who is eligible for care under section 1724 of title 38, United States Code.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/C" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">A beneficiary under section 1781 of such title. </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/D" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">A family caregiver of a veteran participating in the program of comprehensive assistance for family caregivers under section 1720G(a) of such title. </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/E" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">A caregiver of a veteran participating in the program of general caregiver support services under section 1720G(b) of such title. </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/F" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="F">(F) </num><content style="-uslm-dtd:text">A caregiver of a veteran participating in the Medical Foster Home Program, Bowel and Bladder Program, Home Based Primary Care Program, or Veteran Directed Care Program of the Department of Veterans Affairs. </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/117/4/s2/e/2/G" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="G">(G) </num><content style="-uslm-dtd:text">A spouse of a veteran. </content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Covered public health emergency.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">covered public health emergency</quotedText>” means an emergency with respect to COVID-19 declared by a Federal, State, or local authority. </content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/4" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">COVID-19.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">COVID-19</quotedText>” means the coronavirus disease 2019. </content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/5" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Patient enrollment system.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">patient enrollment system</quotedText>” means the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/117/4/s2/e/6" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Veteran.—</heading><content style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">veteran</quotedText>” has the meaning given that term in section 101(2) of title 38, United States Code.</content>
                </paragraph>
            </subsection>
        </section>
